POSITION OVERVIEW
The Outreach and Engagement Specialist (OES) reports to Cal Voices CalAIM Quality Assurance Manager and works in the Enhanced Care Management (ECM) program operating in Alpine Amador Calaveras El Dorado Placer Sacramento San Joaquin and Stanislaus Counties. The OES provides administrative and practical support to the Enhanced Care Coordinators (ECCs) on the ECM team; identifies and locates individuals eligible for ECM services; conducts centralized client referral and eligibility verifications; monitors and reviews clients eligibility insurance and authorization for ECM services; communicates with Medi-Cal Managed Care Plans; sends relevant information to clients care teams; and tracks documents and reports ECM referrals. The OES also specializes in field-based client-facing engagement assesses and enrolls clients in ECM services directly within community settings and provides warm hand-offs of clients to their assigned ECCs. Successful OESs are people-oriented and possess knowledge of the local communities within Cal Voices ECM service areas. This is a fast-paced work environment where new tasks unexpectedly arise and priorities frequently shift so organization effective time management personal flexibility internal motivation and a sense of humor are also essential. OESs must possess a Medi-Cal Peer Support Specialist Certification Community Health Worker Certificate or other relevant paraprofessional credential.
Cal Voices is a consumer-operated organization that employs peers all of in its client-facing programs. As such OESs must possess direct (firsthand/personal) lived experience that aligns with one or more of Cal Voices ECM Populations of Focus (see Minimum Qualifications: Lived Experience). Individuals from traditionally-underserved populations (BIPOC LGBTQ veterans immigrants refugees etc.) or who are fluent in Spanish or another threshold language1 are strongly desired in this role.

MINIMUM QUALIFICATIONS
- Lived Experience:Direct (firsthand/personal) lived experience of any of the following:
- Recovery from a severe mental illness and/or substance use disorder
- Homelessness
- Incarceration in a jail prison or other correctional facility
- Managing a chronic disabling or life-threatening medical condition
- Involvement in the child welfare system/foster care as a child or youth
- Education: A high school diploma GED or equivalent (an associates degree or some college in a relevant field is preferred)
- Professional Credential: A Medi-Cal Peer Support Specialist Certification Community Health Worker Certificate or other relevant paraprofessional credential (within 60 days of hire)
- Work Experience: At least two years of professional experience performing all or most of the Core Functions of this position (see Job Duties: Core Functions)
- Proficient computer skills including electronic health records systems and documentation
- A current and valid Class C California Driver License
- Immediate access to reliable personal transportation throughout the workday
- Auto insurance coverage meeting the minimum legal requirements in California
- Ability to perform all of the Job Duties for this position with or without a reasonable accommodation
- Possession of the Required Knowledge Skills and Abilities for this position
- Ability to meet all of the Physical and Mental Requirements for this position

The Outreach and Engagement Coordinator is required to:

- Often meet face-to-face with clients in the office their homes correctional facilities and community settings
- Often attend meetings activities and events held both virtually and in-person

- Regularly use a computer the internet electronic equipment and digital devices
- Regularly perform substantial typing
- Regularly sit or remain stationary for most of the workday
- Regularly write notes or otherwise document and organize important information
- Regularly communicate clearly and effectively with others both orally and in writing
- Regularly read analyze summarize and organize information from a variety of sources
- Regularly explain healthcare concepts to individuals with varied levels of education and understanding
- Regularly perform basic math calculations (counting adding subtracting multiplying dividing averaging)
- Regularly manage distractions and interruptions; maintain focus and productivity throughout the workday
- Regularly make decisions and engage in ongoing problem-solving
- Regularly maintain resilience and utilize effective coping techniques in response to work-related stressors
- Regularly address issues problems and challenges with their Manager/Supervisor as soon as they arise
COMPENSATION AND BENEFITS
Disclaimers: Employment at Cal Voices is strictly at-will. Position sustainability relies on the continuity of existing contracts and funding levels. Although not guaranteed future pay increases may be given based on revenue growth demonstrated skills quality of work performance and/or value of the employees contributions to the agency.
- Starting Compensation: $28.21/hour
