Main Purpose of Job
This position functions as the Facilities Building Manager for an assigned building within theregion. The Building Manager will assist the Regional Manager in implementing budgetary itemsto be purchased preparing maintenance contract specifications and preparing variousreports/documents monitoring the building maintenance operations assisting in the interviewing and hiring procedures supervising lower-level maintenance and administrative employees evaluating employees and performance and establishing new operating methods for maintenance.
This is an Emergency Essential position subject to emergency release procedures. Employees in this position must be willing and available for duty at all hours day or night and are required to remain or report for duty at all hours as needed to maintain the continuous operation of this agency.
If you are the selected candidate for this position you will be required to complete a Pre-Employment Physical which will assess your ability to safely perform the essential functions of this position.
POSITION DUTIES
Duties to include butnot limited to:
Organizesschedules and coordinates the technical maintenance work and installationservicerenderedbyskilled semi-skilled and unskilled employees. Prepare performance appraisalsforemployeesina timely manner.
Respondsto routine requests concerns or problems regarding the building maintenance staff. Assists tenants judges firefighters and policeofficerswhenemergenciesoccur during normal operating hours. Responds to after-hour emergencyservicessuch aswaterline breaks building equipment failures or breakdowns snowremoval etc.
Monitorsgauges and panels for HVAC system and various equipment; makes temperaturechecksandadjuststhermostats accordingly. Operates and makes necessary output adjustments to thechillerboilers andother electronic equipment.
Assistsin the preparation of contractual specifications for construction projects the facility that is performed by contractors and State employees.
Enforcesall building policies procedures and regulations to accomplish effectivebuildingoperations.
Drivesstate vehicles performing pick-up and delivery of materials. Performs otherdutiesandresponsibilitiesas required that enable DGS to fulfill its mission of providing andmaintainingbuildingsthatare safe secure and operationally efficient.
MINIMUM QUALIFICATIONS
Education: Eighth grade.
Experience: Six years experience in building maintenance or building construction trades including five years of responsibility assigning reviewing and approving the work of others and disciplining evaluating the performance of and recommending the hiring firing and promoting of others.
Note:Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in utilities classifications or mechanical maintenance specialty codes in the utility systems repair field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.
Experience in building management with directresponsibility for overseeing building operations andMaintenance of a commercial building.
Experience in purchasing budgetary items and preparingmaintenance contract specifications.
Professional training union certification orcompletion of a certified/accredited training program in askilled trade apprenticeship program or vocational school is preferred.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
