Purpose/Description
Under the direction and guidance of the Department Manager the Social Services Specialist 1is responsible for counseling veterans or their families for the purpose of obtaining benefits qualifying for emergency relief burial reimbursement or providing information and referrals to other associated agencies.

This position is open only to current Wayne County employees who have Regular Status and have:
At least one year of experience with responsibilities in either A or B below:
A. Interpreting policies providing social service counseling and assistance to veterans/special classes of people conducting investigations and making referrals involving human services problems and complaints; OR
B. Investigating enforcing monitoring adherence to Federal State and/or local laws and regulations as they apply to social services mental health providers/delivery systems.
Duties must have included interviews and writing reports.
Types of Assessments
A Personal Qualifications Assessment worth 95%will be administered including interpersonal skills such as decision-making judgment communication and ability to work with others and establish professional relationships.
Experience and Training will be worth 5% and will be evaluated using information submitted with the application.
Applicants must comply with the provisions of their union contract regarding career demotions and career shifts. Applications from AFSCME employees who have regular status in this class (and are employed in this class) will not be accepted.
PURPOSE
To establish a promotional eligible list from which to fill Departmental and County-Wide vacancies. Certifications made for the purpose of filling positions which at the time of certification are filled by persons having provisional promotions will be governed by the provisions of Section 6 (e) of Rule 8 of the Rules of the Department of Personnel/Human Resources. The eligible list will remain in effect for one (1) year.
GENERAL INFORMATION
The application may be used both for determining admission to the examination and for rating experience and training. Section 5 (b) of Rule 6 of the Rules of the Department of Personnel/Human Resources provides that persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision within twenty (20) days following the mailing of such notification stating the basis on which it is felt that their application should be accordance with the provisions of the collective bargaining agreements appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

Appeal Process: Under the Rules of the Department of Personnel/Human Resources (Rule 6 Section 12 and 13) requests to review examinations must be made in writing within twenty (20) days after the mailing of the notice of results. Appeals concerning the ratings must be made in writing within twenty (20) days after the review. The appeal must state why the applicant believes the ratings are improper.
