OCH Technologies is looking for a seasoned Sr. Proposal Manager to join our growing team and help drive our federal business development this key role youll shape our proposal strategy and lead cross-functional teams to deliver winning solutions for DOD DHS and Civilian markets. Working directly with OCH leadership technical experts and recruiting teams youll capture our competitive edge and translate it into compelling proposals that showcase our IT solutions.
We need a strategic thinker with proven experience in federal Government proposals and the ability to orchestrate large multi-contractor teams. Your communication skills combined with your ability to thrive under tight deadlines will be essential as you develop clear persuasive proposals that showcase OCHs value proposition. Experience reviewing solicitations and writing federal Government proposal responses in the IT arena is required.
Location:
Hybrid Remote with occasional travel on-site to Sterling VA. Potential for meetings in Washington DC or DC Metro area to support proposal efforts.
Core Responsibilities & Duties:
- Drive the proposal team to produce technically proficient winning proposals in support of our core focus areas: IT Project Management DevSecOps Software Development Cloud Computing and Network Infrastructure & Cybersecurity.
- Ultimately responsible for managing and developing large-scale proposals while supporting the development of the BD teams alignment with OCH medium- and long-term growth goals.
- Shape compelling win strategies value propositions and strengths that differentiate OCH in the federal marketplace.
- Develop and maintain comprehensive proposal timelines outlines and storyboards in coordination with the capture team.
- Write and edit technical proposals white papers case studies project past performance and other documents that demonstrate our expertise and capabilities in various domains and industries.
- Provide small group and one-on-one coaching/guidance to team members and lead teams through proposal development to final delivery.
- Prepare and facilitate all color team reviews (i.e. Blue Pink Red Gold) and effectively incorporate feedback to strengthen submissions.
- Research and analyze the needs and pain points of the target audience and tailor the content and tone accordingly.
- Collaborate and interview subject matter experts and project managers and translate this information into clear compelling narrative and visual content (e.g. graphics tables and process flows) while ensuring quality accuracy and consistency for all writing artifacts.
- Adhere to Government solicitation requirements formatting guidelines and submission deadlines while ensuring clarity coherence and quality.
- Implement and maintain proposal development best practices while tracking performance metrics to improve win rates.
- Stay up to date on industry tools / capabilities in proposal writing to include AI-related tools and technical documentation .
- Lead post-submission lessons-learned sessions to continuously improve our proposal processes.
Minimum Qualifications:
Education:
Bachelors Degree in IT-related field or relevant Communications/Technical Writing
Experience:
- 10 years of experience in proposal management technical writing and/or IT-related requirements gathering for federal projects
- Experience as a proposal manager book boss volume lead and/or proposal coordinator
- Excellent technical writing editing and communication skills in English
- Familiarity with the DevOps lifecycle agile methodologies and common technical IT terms and concepts
- Ability to translate complex technical concepts into simple and engaging language and/or tables process flows and infographics for different audiences
- Strong attention to detail ability to create and adhere to compliance matrix to ensure the highest possible quality on final submission documentation
- Familiar with Shipley Proposal Development or other proven proposal processes
- Understand and utilize specific Artificial Intelligence (AI) and Learned Language Models (LLMs) to leverage existing company capabilities to enhance OCHs reach to federal customers
- Proficient in Microsoft Office Adobe Illustrator AI/LLM engines and other relevant tools
