The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado including hospitals clinics ambulatory surgical facilities renal dialysis centers emergency medical services providers designated and non-designated trauma centers long term care facilities and many other specific types of healthcare services. The division licenses certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.

This unit exists to:
  • Protect and improve the health safety and welfare of patients in the State of Colorado by securing compliance with licensed and/or certified facilities utilizing applicable state and federal laws and regulations.
  • Compiles and evaluates reports on the status of workload completion and state and federal performance standards.
  • Identifies opportunities for improvement develops methodology for improvement and once implemented monitors the progress in conjunction with Division staff and leadership staff.
  • Provides information and technical assistance to other work sections healthcare providers and the public by way of posting data requests and visualizations.

Summary of Position:
Serves as a statistical analyst in the Health Facilities and Emergency Medical Services Division (HFEMSD). Responsible for not only ensuring accurate and timely data is entered into the system but also extracting and summarizing key data elements for internal and external stakeholders. Responsible for technical assistance of data entry including but not limited to understanding and communication data elements as described in the national standards working with software vendors to establish and maintain successful data imports of data providing training on key data quality issues developing tracking systems for state and federal workload and identifying trends in addition this position must produce high volumes of accurate and timely data requests for both internal and external needs. These reports analyze HFEMSD data for program planning monitoring and evaluation. Requires the development and application of methodologies to link multiple state and national electronic databases. These databases require experience in SQL and SAS programming as well as Tableau for data visualization.

Must use the principles and theories of inferential statistics to independently develop and complete a range of analyses that answer a variety of questions concerning multiple types of healthcare delivery systems. Interprets the results of these analyses identifies and summarizes statistically significant differences to assist in evaluating applications and to support program policy or research activities or recommendations. Types of statistical analyses include frequency distributions correlations regressions and other measurements of collected data. Reports include summaries conclusions and recommendations based on judgment and inferential techniques. Responsibilities also include decision-making on the use of computerized statistical packages that compile or manipulate data and the application of the packages to such data.

Evaluates survey data for completed and future surveys to ensure the Division completes the workload according to statute and agreements with sister agencies. Additionally this position must be able to visualize survey data for both internal and external partners healthcare providers and the public.

MINIMUM QUALIFICATIONS:

Experience:

Six (6) years of relevant experience in health-related statistical analysis datascience health information management or public health and the ability to analyze large datasets using R SAS SQL and Python.


OR

Experience & Education:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years. Examples are:

- graduation from an accredited college or university with a bachelors degree in statistics statistical analysis mathematics research design and methodology health information management data science epidemiology public health or in a closely related field.

and
- two(2) years of professional experience in health-related statistical analysis data science health information management public health or epidemiology and the ability to analyze large datasets using R SAS SQL.

Conditions of Employment:

  • Office hours are typically Monday through Friday from 8am to 5pm. Extended hours during the evening or the weekend MAY be required by business needs.

  • A remote (home) office is required.

  • 5% travel required within the State of Colorado.


Preferred Qualifications:

Relevant years of State service contribute to a candidates position-related knowledge skill ability behavior or other posted competency should be considered as a preferred qualification and given weight under the process.

  • Experience in quality improvement in healthcare and project management.

  • Effective oral and written communication skills.

  • Strong analytical data analysis and research abilities.

  • Proficient in Google applications.

  • Ability to work independently as well as with a team.

  • Ability to provide data in a nonpartisan manner and to provide objective information regardless of ones personal opinions.

  • Skill and experience with SAS programming including SAS/BASE SAS/ODS SAS/SQL SAS/STAT SAS/GRAPH SAS/MACRO and the following procedures: PROC SUMMARY PROC PRINT PROC REPORT PROC MEANS PROC FREQ PROC UNIVARIATE PROC CORR PROC ANOVA PROC REG and ODS PDF TEXT to create letters with letterhead embedded tables;

  • Ability to summarize and explain orally and in writing the results of data analysis;

  • Ability to manage databases and understand the flow of data to and from various databases servers etc.

  • Experience with SQL databases data dictionaries and joining tables.
