Job Summary

Position Description

The City of Seattle is seeking a Program and Policy Analyst (Strategic Advisor 2 Exempt) who will administer the Citys Wheelchair Accessible Services (WAS) Programwhich promotes reliable and safe taxis for people who use wheelchairs and helps offset the higher operating costs incurred by owners and operators of wheelchair accessible taxis. Wheelchair accessible taxis represent a critical part of the regional for-hire transportation offerings available to people who use wheelchairs. You will also provide policy analysis for new and developing regulatory schemes will oversee implementation of new regulatory programs and will serve as a key advisor to the Division Director in the Consumer Protection Division (CPD) and to the entire division.

FAS is often the publics first interaction with the City of Seattle operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.

The 500-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions like managing 120 City facilitiesincluding police and fire stationsoverseeing the Citys neighborhood customer service centers and Customer Service Bureau and making sure minority-owned businesses can equitably compete for City contracts. No matter the need FAS is hereat your service.

The Consumer Protection Division consists of a diverse team of 49 employees has a $13 million budget and is responsible for managing business regulatory licensing inspections and enforcement business complaint investigations and responses and business tax revenue collection.

Job Responsibilities

  • Administer the WAS Fund program to support owners and operators of wheelchair accessible taxis including developing and implementing new programsto support wheelchair accessible vehicle owners operators and customers.
  • Maintain and strengthen the Citys relationship with taxis owners drivers and customers.
  • Develop and implement culturally inclusive practices with CPD staff and partners at King County to support transportation for people who use wheelchairs.
  • Build and effectively maintain partnerships with cross-departmental workgroups disability advocates community groups and other key stakeholders.
  • Conduct research and compile complex information to support data-driven recommendations.
  • Brief and respond to requests in-person and in writing from elected officials executive leadership and other stakeholders.
  • Manage competing projects and assignments that may be political and highly visible.
  • Develop policy options and recommendations using quantitative and/or qualitative data.
  • Develop and implement legislation administrative rules operating policies procedures and standards.
  • Perform hearing officer duties as FAS directors designee which involves holding administrative appeals and issuing decisions.
  • Serve as the Citys point of contact for community stakeholders and business licensees.
  • Develop expertise in specific regulatory programs and articulate the Citys strategies and objectives for those programs.

Qualifications

Minimum Qualifications:

  • Bachelors Degree in Business Administration Public Administration or relevant field.
  • At least 3 years related work experience including providing leadership and program coordination to multi-disciplinary work groups across organizational lines.

(Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of theclass.)

The most successful candidates willpossess the following:

  • Understanding of the Citys Race and Social Justice Initiative.
  • Experience implementing policy or business improvements using a racial equity lens.
  • Familiarity with the transportation industry.
  • Exceptional oral and written communication skills including the ability to tailor content for different audiences with different priorities.
  • Exceptional interpersonal skills ability to communicate positively and collaborate effectively with a culturally diverse workforce as well as with executives community-based organizations vendors consultants and government agencies.
  • Exceptional analytical skills including the ability to synthesize complex policy issues and to make recommendations and issue decisions.
  • Exceptional ability to manage projects independently by developing scopes of work and budgets drafting work plans and schedules measuring and tracking results and drafting reports on progress made.

Work Environment
This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

Additional Information

This position is classified as a Strategic Advisor 2 Exempt. The full salary range for this job classification is $54.60-$81.93 per hour. This position is FLSA exempt (not eligible for overtime). The salary range for this individual role has been identified as $63.22 - $68.75 (target salary range) per hour or $132000 - 143550 annually.
