SUMMARY:

The Mayors Office of Management and Budget (OMB) is the City governments chief financial agency. OMBs staff assembles and oversees the Mayors expense and capital budgets which fund the services and activities for approximately 90 City agencies and entities.

The Mayors Office of Budget and Managements Social Services Task Force oversees expense budgets totaling more than $16 billion for the six social services agencies as well as the financing for related capital projects. The agencies are the Human Resources Administration Administration for Childrens Services Department of Homeless Services Department for the Aging Department of Youth and Community Development and Department of Veteran Services.

Within this Task Force is the Social Services Unit which encompasses oversite of Department of Social Services (DSS) (which includes the Human Resource Administration) and the Department of Homeless Services (DHS). DHS is dedicated to preventing homelessness when possible; to provide temporary emergency shelter when needed; and to help individuals and families transition rapidly into permanent housing. The available Assistant Analyst / Analyst position is critical in the pursuit of this goal.

JOB DESCRIPTION:
The duties of these positions encompass the following activities:

-Conduct budget and program analysis for the various programs within the Department of Homeless Services (DHS) including Personal Services Administrative Services and other areas.
-Monitor and forecast funding and expenditures in assigned program areas.
-Review program operations and performance with a particular focus on evaluating and recommending proposals for cost efficiencies and optimal service outcomes.
-Represent OMB at meetings and program reviews with agency and outside personnel.
-Prepare and present analytical reports on related programmatic and budgetary issues.
-Understand new and existing legislation and regulations governing these areas and analyze the fiscal impact of legislative and regulatory changes.

REQUIREMENTS:

Assistant Analyst ($60764): Bachelors degree in Business Finance Economics or a subject related to Social Services with no or one year of full-time experience in budgetary planning/management financial analysis public policy analysis or a related field.

Analyst ($77327): Bachelors degree and a minimum of two years of full-time experience in budgetary planning/management financial analysis public policy analysis or a related field or a Masters degree in Business Public Policy Administration Finance Economics or related field.
