The Program Manager position with the Office for Citizens with Developmental Disabilities (OCDD) offers an exciting opportunity to lead Louisianas EarlySteps program delivering vital early intervention services to over 12000 infants and toddlers with developmental this role you will oversee statewide program operations supervise staff ensure compliance with federal and state regulations and serve as Executive Director of the Louisiana State Interagency Coordinating Council (SICC). Minimum Qualifications
Seven years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR
A bachelors degree plus four years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
- Oversee statewide implementation and management of the EarlySteps early intervention program serving approximately 12000 infants and toddlers with developmental disabilities.
- Supervise programmatic staff to ensure compliance with federal and state guidelines including IDEA Part C and Medicaid regulations.
- Serve as Executive Director of the Louisiana State Interagency Coordinating Council (SICC) facilitating meetings managing membership and ensuring adherence to bylaws.
- Develop review and revise program policies procedures and reports to support program goals and regulatory requirements.
- Collaborate with EarlySteps teams including Data Management Quality Assurance and Provider Relations to monitor service utilization and improve outcomes.
- Lead statewide child find and public awareness activities including creating outreach materials and representing EarlySteps at community events.
