The Health Workforce Strategy & Implementation area of Ontario Health drives the advancement of health human resources (HHR) initiatives with a focus on building and optimizing health workforce capacity in critical health system areas supporting priority populations through equitable access to HHR building provincial HHR data repositories maximizing and optimizing health professional recruitment supports and providing crisis response/system stabilization solutions to HHR challenges.
The Lead Health Workforce Planning reports to the Director Health Workforce Data Planning and Evidence and works closely with other members of the team. The Lead will lead complex analytics projects that either incorporate data across multiple areas or require datasets beyond the traditional program areas supported by IMDA; they will accomplish this through their extensive knowledge across the broad health sector coupled with their ability to learn new datasets quickly.
In addition the Lead will be instrumental in achieving our broader aim of enhancing analytics support to our main program partners through higher value analytics specifically around forecasting modelling and machine learning. The Lead will be expected to translate this knowledge into actionable items and recommendations to support health workforce planning. As Lead this role also requires the ability to lead and mentor analysts across the Health Workforce Data Planning and Evidence area. The Lead may also contribute to other work and strategic projects. The areas of focus may change over time as determined by the needs and priorities of the organization.
Here is what you will be doing:
Responsible for developing long-range health human resources (HHR) planning aligned with Ontario Healths mandate while working cross-functionally across the Health Workforce Strategy & Implementation area.
Acts as a subject matter expert and advisor on novel or complex analytics projects by identifying appropriate methodologies conducting literature reviews and selecting datasets and data elements beyond traditional program areas.
Develops analytical forecasts in collaboration with the Manager HHR Data to support health workforce planning and inform strategic decision-making.
Interprets summarizes and presents key findings to technical and non-technical audiences including senior management and clinical leadership.
Provides expertise in analytical statistical and modelling methods ensuring appropriate application across various projects and initiatives.
Engages with Ontario Health regions to gather requirements and collaborates with analytics teams to design and release analytics products with potential for enterprise-level adoption.
Leads initiatives outlined in analytics roadmaps and workplans to improve workflow efficiency enhance analytical capacity and strengthen support for clinical and business areas.
Develops and manages project plans sequences activities monitors interdependencies and proactively identifies and escalates issues and risks as necessary.
Serves as a key contact for clinicians health administrators and management providing guidance on indicator methodologies data sources research and analytical products.
Collaborates with the Lead HHR Research & Best Practices to stay current on trends and developments related to health workforce planning.
Assesses the applicability of emerging technologies and platforms introduced at Ontario Health to improve team workflows and capabilities.
Manages multiple concurrent projects and adjusts priorities in response to shifting program needs and timelines.
Provides technical expertise and guidance to other team members to support their development and project success.
Consults on cross-functional projects led by peers and other departments across Ontario Health offering analytical insights and recommendations.
Partners with digital teams on pilot initiatives involving new technologies and innovative approaches to analytics.
Contributes to enterprise and local analytics communities by participating in knowledge-sharing forums and informing the development of data governance standards and methodologies.
Supports ongoing operational analytics reporting requirements as needed to meet business needs.
Mentors new analysts and supports onboarding processes for new team members to ensure smooth integration and knowledge transfer.
Promotes and upholds Ontario Healths values of inclusion diversity and anti-racism within the team environment.
Ensures the quality accuracy and integrity of deliverables while supporting colleagues in achieving high analytical standards.
Serves as a backup to the Manager Health Workforce Data & Analytics during absences or as required.
Completes additional assignments and special projects in alignment with team and departmental priorities.
Here is what you will need to be successful:
Education and Experience
Masters degree in statistics biostatistics epidemiology engineering health science or another relevant discipline.
5-7 years of experience: 3-5 years leading analytical project and 2 years mentoring experience.
Experience with large healthcare databases (e.g. regulatory college data)
Experience in manipulating and analyzing large cross-sectional and longitudinal datasets to produce research forecasts and statistical and public-use reports.
Experience in performance measurement and applied research working with various types of data and indicators
Development and prioritization of health performance indicators and measures along with a clear understanding of their use in assessing the quality of a healthcare system. Includes knowledge of the standards and specifications required to ensure accurate quality measurement and proper interpretation of data and results.
Experience engaging both technical and non-technical audiences to gather analysis requirements interpret results and facilitate decision-making.
Experience in building and maintaining dashboards in PowerBI is an asset.
Extensive experience with MS Excel.
Knowledge and Skills
Knowledge of the Canadian healthcare system and healthcare administrative data.
Understanding of health indicators including definitions reporting periods and target populations.
Familiarity with forecasting and modeling methods and software as well as proficiency in Power BI.
Health services research skills including quality indicator design biostatistics regression analysis cost-effectiveness analysis analysis of small-area regional variations and statistical process control charts.
Ability to collaborate effectively in cross-functional teams with stakeholders of varying technical expertise to identify analysis requirements support data collection prepare and analyze data present results and discuss interpretations and implications.
Highly organized with the capacity to work independently while managing multiple technical projects and priorities within strict deadlines.
Exceptional verbal and written communication skills with an emphasis on translating complex data for diverse audiences.
Advanced problem-solving skills combined with excellent attention to detail.
