POSITION TITLE: Strategic Projects Manager

ORGANIZATIONAL CONTEXT & PURPOSE OF THE ASSIGNMENT
WFP is committed to growing private sector fundraising with a focus on fundraising from individuals (IF). This has been successfully established by other UN agencies and generates the majority of their private sector income. Additionally individual supporters can provide a high proportion of unrestricted income which is critical to supporting the long-term goals of WFPs programmes and goal to end hunger.
The Private Partnerships Division (PSP) is committed to develop individual fundraising as a significant strategy for growth during 2020-2025. The focus is a digital-first strategy and WFP is upgrading its systems and infrastructure to receive and process donations from individuals around the world as well as the systems to store and manage supporter information. The aim is for WFP to engage with supporters in their preferred channels and maximize long-term support through a seamless experience.
This role will report to and provide strategic project management to the Head of Insights and Strategic Enablement and will play an important role in managing specific areas of increasing complexity and risk in programmes with individual donors including data compliance privacy and protection.
Currently different teams in WFP deliver programmes to attract and retain financial supporters to WFP including the Individual Giving and the Share the Meal teams both of which report into the new added role of the Individual Fundraising Deputy Director. These teams combined have already built up a supporter base approaching 2 million people. This role will work with both teams and also on projects or initiatives that are cross-divisional with a focus on individuals. They will build effective working relationships with the Operational Excellence team in PSP as well as with important stakeholders and collaborators to drive forwards and deliver projects such as with Legal Procurement Data Protection Technology HR Risk Management and Treasury and external partners.
ACCOUNTABILITIES / RESPONSIBILITIES
1. Capture the most significant risks of fundraising from individuals for WFP coordinate inputs to the PSP Divisions risk register and develop risk assessments and mitigations with the relevant teams
2. Monitor the risks and implement the risk mitigation strategies providing regular reviews and assessments to the Director PSP
3. Work with teams to ensure they have effective data management plans in place and where required support teams ondata mapping building effective working relationships with the database managers (or equivalent roles) in relevant teams
4. Design the Supporter Engagement data privacy strategy defining processes and leading the roll-out and implementation within relevant teams in PSP and then regular reviews to ensure timely updates and operational changes are implemented
5. Working closely with the Head of Insights and Strategic Enablement as well as the Director PSP manage the various aspects of compliance to organizational UN and other relevant rules and regulation requirements (e.g. UN administrative rules contractual requirements Data Protection and Privacy Payments Security PCI DSS & KYC compliance)
6. Ensure that the above include use of digital marketing technologies and tools including on data enrichment ensuring compliance and continual review
7. Establish a relationship with peers in sister UN agencies especially UNICEF and UNHCR and engage on potential IF risks mitigations and lessons learnt as well as suppliers or advisers
8. Co-design and co-develop with teams operational processes for data governance (incl. data security protection and auditing) and manage implementation operationalizing these processes with teams so all programmes have in place at all times policies and practices that meet compliance requirements
9. Develop an internal Information Security standard operating procedure (SOP) in line with corporate requirements and in partnership with IG and STM Tech Leads as well as with the TECH Division
10. Appoint and manage external experts with the Head of Insights and Strategic Enablement to ensure effective professional and industry advice is available and/or work with experts appointed by WFP
11. Document relevant policies and practices and implement other compliance related procedures as required and stay up to date with changes in data protection and compliance issues in relevant sectors to anticipate potential evolutions in data protection compliance
all teams have effective processes to rapidly identify and report any failures in data protection and compliance
13. With the Director PSP and the Head of Insights and Strategic Enablement coordinate interaction with the Data Protection Office in WFP
14. Engage with PSPs Information Knowledge Manager to ensure that Individual Fundraising and Private Partnership data governances strategies are aligned
15. Where required
a. design project manage and support implementation of business and operational processes for IF programmes e.g. on tax receipts and coordinate the interaction with key WFP units and teams (incl. Legal Procurement Data Protection Finance Treasury Tech and Risk) and external suppliers;
b. provide more intensive support to the Heads of the Individual Giving or Share the Meal teams where changes are required by a team for the above
c. manage strategic high-level projects and lead of the internal implementation.
d. Represent IF and PSP at corporate events with a focus on risk and compliance
DELIVERABLES AT THE END OF THE CONTRACT
The divisional risk register reflects the most critical risks to WFP of fundraising from individuals and risk mitigation assessments and mitigations are in place and regular reviews provided to leadership.
Full suite of policies and processes are in place and documented in both the Individual Giving and Share the Meal teams covering all aspects of data compliance privacy and protection.
Relevant internal business partners have been consulted and the above incorporates their guidance or requirements.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education
University degree in one or more of the following disciplines: Law Social Sciences Information Technology Finance or related fields
Experience
4-5 years to include experience on privacy and compliance including experience in a technology environment (web and app) plus experience in project management.
Knowledge and skills
A pragmatic and considered approach to rule application
A good understanding of WFP/UN business processes
Confidence in presenting / communicating to small groups of people and/or senior leadership
Effective problem-solving skills and ability to exercise good judgement/initiative in a variety of situations

Up to date industry knowledge in related subjects
Ability to maintain discretion and confidentiality while staying focused in a pressured environment working independently and within a team
Languages
Excellent command of spoken and written English.
knowledge of another official UN language would be a plus.
