Job Summary

What are we looking for

Education and Experience:

  • Associate degree in Business Communication or related field and two years experience in technical writing research or project management; OR

  • Alternate combinations of education and experience will be considered on a case-by-case basis.

Competencies:

Ability to:

  • Deliver outstanding customer service

  • Conduct research system analysis and data gathering analysis

  • Learn the theory principles practices and techniques of government contracting

  • Learn the State of Montanas procurement process administrative rules and federal procurement rules and laws including IT terms and conditions.

  • Work and effectively communicate with diverse levels of management and stakeholders

  • Establish objectives and priorities based on goals and general direction provided by management

  • Identify problems emerging issues and trends and establish strategies to address them

  • Mediate and resolve disputes

  • Work independently with minimal supervision

  • Prioritize and manage multiple projects and manage time effectively

The State Procurement Services Division (SPSD) leads best-in-class procurement services through integrity education transparency and innovation. We strive to administer effective and responsible procurements to maximize the value of public funds for Montana.

What is this career opportunity
SPB is looking for an individual with excellent communication and problem-solving skills to join our team as a Contracts Officer with a focus on Information Technology (IT) policies procedures software licensing and IT procurement. We are interested in an individual that is experienced in procurement and we are willing and able to train the right candidate who is passionate about learning and growing in this role. (We really do mean it!) However we do need someone with a history and comfort level with IT goods and services including license management SaaS and commercial off-the-shelf. You would become a specialist in IT procurement and it is vital that you are able to bridge the gap in communication with technical and non-technical individuals.

Our team conducts solicitations for goods and services for just about everything you can imagine. We are also responsible for Statewide term contracts that any agency can purchase from and enjoy the cost-saving benefits. You would partner with other agencies in procurement procedures conduct solicitations for goods and services and provide contract oversight and management for on-going contracts.
In short you would help State agencies follow State law to buy the products and services they need to serve the citizens of Montana. If you excel in communication problem solving and facilitating conversations you may be the person we are looking for!
