Description of Work

50% Consultation/Advising/Communication Provides consultation to resolve complex and sensitive clinical related issues; Provides advanced clinical guidance to county health departments and private practices in the development of public health standards nursing principles immunization policies and clinical procedures including vaccine administration for both nursing and non-nursing personnel; Clarifies the Nurse Practice Act as it relates to the scope of public health; Coordinates and conducts VFC site visits unannounced storage and handling visits and other immunization program related visits as required by CDC; Provides clinical support and consultation for the Immunization Branch central office on call coverage and after hours on call rotation as needed; Participates with assessment planning and policy development related to pediatric adolescent and adult clinical immunization issues with the Provider Clinical Services Unit; Monitors occurrences of improperly administered vaccine and provide clinical assistance to local health departments and private providers when revaccination is recommended due to improperly stored vaccine; Collaborate with other sections within the Division of Public Health; Reviews clinical practice issues and assists with the development of clinical tools to improve immunization practice; Plans and evaluates statewide strategies to improve vaccination of infants and children to eliminate disparities among North Carolinians; Provide clinical support and guidance to public and private providers on the North Carolina Immunization Registry (NCIR); Accurately conducts CDC required site visits and interprets site visit results to make appropriate follow-up recommendations as needed

15% Critical Thinking/Adaptability Able to work with a variety of partners from different cultural social educational and economic backgrounds in order to communicate programmatic standards and procedural requirements; Serve as a resource on health promotion and vaccine preventable diseases control measures for Local Health Departments to ensure compliance with NC Communicable Disease Rules and NC Immunization Rules; Provides technical assistance to state supplied vaccine providers (I.e. local health departments hospitals private providers HMOs and urgent care centers) in the management and delivery of vaccines; Assist with the development of vaccine program policies and procedures; Serve as liaison for the Immunization Branch with regard to immunization action plan strategies and best approach to assisting counties for direction of funding and interpretation of county and regional guidelines.; Readily adjusts to shifts in unit goals and objectives; Performs work in spite of changes that might occur in regard to processes/procedures situations tasks and responsibilities

15% Coaching/Mentoring/Critical Thinking Participates in the training and orientation of new and existing staff; Makes determinations by interpreting and incorporating immunization rules and laws that affect several specific people in NC; Provides oversight by analyzing clinical and programmatic documentation for compliance with standards of care regulations and other guidelines to determine the quality of services provided; Consults with management on decisions that have programmatic impact; Identifies and diffuses conflicts; Accomplishes assigned tasks within the specified timeline; Listens and considers other team members ideas and supports team decisions; Represents information accurately and maintains confidential information

10% Communication Assists with the development of memorandums to inform providers of changes within the Immunization Program and with the ACIP recommendations; Assists with the development of clinical policy and procedures for the Immunization Branch; Ability to clearly communicate ACIP recommendations and program requirements either in writing verbally or by demonstration to local health departments private medical providers and specialty providers; Develops reviews and analyzes immunization clinical tools and educational materials to meet statewide needs

5% Preparedness/Outbreak Response Provides clinical coordination of vaccines during vaccine preventable disease outbreaks and pandemic events; In conjunction with the Communicable Disease Branch assures coordination and distribution of IG and vaccines to local health departments for post-exposure prophylaxis if indicated; Follow evolving clinical recommendations from CDC and FDA and alert Immunization Branch staff to updates in guidance; Assist communications team with development and dissemination of timely accurate clinical vaccine information to vaccinating providers and other stakeholders which could include webinars newsletters office hours etc. as needed; Assist with development/review of Statewide Standing Orders/templates as needed

5% Other Other duties as assigned



About the Immunization Branch:
The N.C. Immunization Branch is part of the Women and Childrens Health Section and promotes public health through the identification and elimination of vaccine-preventable diseases like polio hepatitis B measles chickenpox whooping cough rubella (German measles) and mumps.

Licensed to practice as a Registered Nurse in the State of North Carolina and two years of clinical experience in the area of specialization.
