Position serves as the divisions lead authority on HIPAA compliance privacy incident management and data governance. The role is responsible for overseeing all privacy-related investigations involving potential or confirmed improper disclosures of Protected Health Information (PHI) by division staff contractors and business associates. The position ensures timely resolution of cases prepares required breach notifications and maintains strict adherence to all federal and state privacy regulations.

In addition this role leads the development and coordination of HIPAA training for both new and existing staff manages privacy case reporting and analytics through designated reporting tools and oversees quarterly submission of Notices of Deficiency (NOD). The position also provides expert guidance on public records requests and research data inquiries collaborates closely with legal and IT security teams and facilitates educational initiatives to strengthen communication with health plan partners. By safeguarding sensitive Medicaid member data and ensuring organizational compliance with privacy standards this role plays a critical part in protecting both consumer trust and the divisions regulatory integrity.

Job duties include but are not limited to:

  • Lead the investigation and resolution of privacy incidents involving protected health information (PHI) including conducting risk assessments documenting findings and coordinating breach notifications in compliance with HIPAA and state regulations.
  • Serve as the primary privacy advisor for NC Medicaid providing guidance on HIPAA compliance data sharing and privacy-related inquiries from internal staff contractors and external partners.
  • Develop deliver and/or coordinate HIPAA training activities for new and existing staff and monitor compliance with annual training requirements across the division.
  • Manage the internal policy development process including drafting reviewing and coordinating legal and governance approvals for policies that support Medicaid operations and compliance.
  • Oversee the maintenance and reporting of privacy case data.
  • Coordinate the divisions business continuity planning efforts ensuring annual updates and alignment with state and federal requirements.
  • Facilitate collaborative meetings and initiatives to strengthen communication and compliance partnerships with Medicaid health plans and vendors.
  • Review research data requests and public records inquiries to ensure compliance with HIPAA and other applicable privacy laws and provide recommendations to legal and executive leadership.

Knowledge Skills and Abilities / Competencies


Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement.

The following Management Preferences are not required but applicants that possess these skills are preferred:

  • Knowledge of privacy laws and regulations including HIPAA and the ability to apply them in a healthcare or government setting.
  • Experience developing or managing policies and procedures including coordinating reviews and approvals.
  • Understanding of business continuity planning or willingness to learn and support related responsibilities.
  • Experience using tools such as Excel and Power BI to track trends support audits and inform leadership decision-making.
  • Previous experience in Medicaid
  • CHPSE Certification

Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment;
OR
an equivalent combination of training and experience.
