GENERAL DESCRIPTION:

This position supports the work of the Community Treatment Services Unit by overseeing the states treatment contracts and the budget for the Behavioral Health Centers (BHC). It also includes drafting contracts monitoring compliance with contracts and leading the application process to become a BHC. This position reviews and analyzes data and assesses National service practices/models in order to launch new program initiatives and address areas of inefficiency. This position communicates program and contract information to treatment providers and works closely with other team members in the section and other partners around the state. The position supervises Division staff directs the work of contractors and provides support to the public.

  • Provide direct supervision to professional staff to include direction monitoring and evaluating performance. Coordinate day-to-day operations for staff. Conduct hiring interviews and make hiring recommendations. Responsible for providing support coaching conducting performance appraisals and managing work improvement plans and disciplinary actions. Research and develop professional development opportunities for staff. Responsible for coordinating staff onboarding processes to ensure all components are completed.
  • Review and analyze data for the states treatment program to initiate new tasks and integrate service practices/models to address areas of inefficiency. Collaborate with internal and external agencies as applicable.
  • Monitor and track contract performance and compliance of contractual deliverables/obligations. Analyze contractor data and provide technical assistance to providers or program managers as necessary. Act as the subject matter expert for the Behavioral Health Center contracts and behavioral health resources around the state. Initiate changes to policy procedures and applicable administrative rules. Serves as the lead contact for the Behavioral Health Center contracts and monthly meetings.
  • Engage in strategic and system planning for the Section. Ensure alignment with Division and Department goals and lead work groups when the scope is around the behavioral health centers and services provided in their contracts. Provide input and recommendations for work related to goals and objectives involving the contracted Behavioral Health Centers.
  • Draft edit and track the progression of contracts. Understand the regulatory issues that may be related to or affect the contracts and draft necessary revisions for approval as the applicable laws and regulations are established changed or otherwise modified. Develops and implements the procurement process including scoring and negotiating contract terms.
  • Assist individuals and/or family members looking for mental health or substance use disorder treatment services by providing resources and connecting with the community treatment system agencies.

Qualifications


PREFERENCES/AGENCY REQUIREMENTS:

Bachelors degree in business social work psychology or a related behavioral health field required.


KNOWLEDGE:


  • Knowledge of state/department contracting requirements documents policies and processes.
  • Ability to draft multiple contracts within the specified deadline ensuring language meets all state and federal requirements.
  • Ability to work well with others within the unit and section.
  • Knowledge of data collection and analysis.
  • Ability to provide quality customer service to clients colleagues providers the public and stakeholders.
  • Proficiency in the use of software programs such as Microsoft Office and Google Suite.
  • Ability to communicate effectively both orally and in writing to a variety of individuals.
  • Ability to read interpret and implement rules regulations and statutes.
  • Ability to work independently.
  • Ability to travel as needed.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Healthcare)
Experience:
1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist

PHYSICAL WORKING CONDITIONS:


  • The employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
