Job Summary

Position Summary

The Federal Programs Budget Specialist is responsible for the financial planning monitoring compliance and reporting related to the Every Student Succeeds Act (ESSA) grants including Titles I II III and IV. This role supports the Director of Federal Programs in ensuring that all budgeting practices align with federal state and local regulations and that funds are utilized effectively and within approved guidelines to support student achievement and programmatic goals.

Education

Bachelors degree in accounting finance business administration or a related field.
Five or more years of experience in grant or school budgeting or financial management.

Experience

Experience with federal education grants (ESSA Title I-V).
Familiarity with TEA systems (eGrants TEAL) and school district accounting systems.
Knowledge of EDGAR Uniform Guidance (2 CFR Part 200) and Texas Education Code.

Special Knowledge/Skills

  • Strong understanding of ESSA grant requirements (Title I II III IV).
  • Deep knowledge of 2 C.F.R. Part 200 (Uniform Guidance) particularly cost principles allowable use of funds and procurement standards.
  • Familiarity with EDGAR (Education Department General Administrative Regulations).
  • Reading and Generating Budget Reports
  • Skyward Excel Google Suite and SmartSheets experience (preferred)

Essential Duties and Responsibilities

  • Assist in the development of ESSA grant budgets in collaboration with program leaders and campus administrators.
  • Ensure all proposed expenditures align with grant purposes campus/district needs assessments and improvement plans.
  • Monitor ESSA program budgets to ensure expenditures are within allocation limits and comply with 2 C.F.R. Part 200 (Uniform Guidance).
  • Reconcile monthly expenditures and maintain accurate financial records.
  • Prepare regular financial reports budget amendments and forecasts for the Director of Federal Programs and auditors.
  • Ensure all federal program expenditures follow allowable use guidelines and support program goals.
  • Maintain documentation to support compliance including purchase orders justifications time-and-effort records and procurement processes.
  • Participate in internal and external audits and ensure timely resolution of findings related to federal funding.
  • Provide technical assistance and training to campus and department staff on allowable expenditures budgeting tools and documentation requirements.
  • Collaborate with the Finance Department to align grant accounting with district financial practices.
  • Assist with application development submission and amendments for TEA grant systems.
  • Track timelines deadlines and milestones for grant compliance and performance reporting

Policy Reports and Law

Adhere to policies established by federal and state law State Board of Education rule and the local board policy.

Other

  1. Maintain confidentiality of information.
  2. Ensure ongoing auditing of state and federal program compliance.
  3. Perform other duties assigned by the supervisor.

  • Must maintain emotional control and exercise reasoning and problem-solving skills while under stress.
  • Must be able to coordinate multiple projects and meet deadlines.
  • Perform all duties in a safe and responsible manner. Observe all safety precautions.
  • Light travel may be required periodically.
