CONTEXT AND BACKGROUND
The global humanitarian context is increasingly complex multi-faceted and protracted. Conflict remains one of the larger drivers of food insecurity with 235 out of 333 million people suffering from acute food insecurity globally living in fragile or conflict-affected contexts in 2023. While compounding human needs including through driving displacement conflicts also severely hamper the ability of humanitarians to operate. Conflicts are growing in complexity with increasing challenges to International Humanitarian Law targeting of aid workers and food being used as a weapon of war.
Providing humanitarian assistance in complex emergency and conflict settings is at the heart of WFPs work. The EPR Service was recently established to support and ensure programme quality in emergencies through developing and operationalizing normative standards and guidance while providing the field support to put this policy into practice. Key issues the service is focusing on include access conflict sensitivity forced displacement targeting and transitions.

DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Humanitarian Policy Team Lead the JPO will have the following responsibilities:
Assist in development and socialization of normative guidance policy and standards to support quality emergency response and humanitarian assistance across the organization (including on specific issues of access humanitarian principles and forced displacement);
Synthesize experiences and issues in responding to complex emergencies and drive internal communications to enhance uptake of learning;
Support the development and implementation of an operational research and learning agenda focused on improving WFPs emergency response and humanitarian assistance including through the engagement with external actors; and
Support engagement with donors and other partners on emergency issues and humanitarian response;
Support engagement in strategic partnerships to support effective emergency response and transitions towards solutions for forcibly displaced populations including with UNHCR and IOM.
EXPECTED OUTCOMES
Timely drafting and delivery of reports research pieces and policy thinking.
Timely identification coordination and implementation of advocacy opportunities and events.
Strong liaison and coordination within WFP across relevant units and experts and other relevant partners (internal and external).
Implementation of WFP/IOM Joint Action Plan and global commitments on refugees.
ESSENTIAL QUALIFICATIONS & EXPERIENCE
Advanced university degree in political science international relations humanitarian affairs or related field.
Minimum of two years relevant working experience in emergency/humanitarian programming.
Fluency in English.
Proficiency in Windows MS Office (Word Excel Powerpoint Outlook)
Behavioural competencies: leads by example with integrity drives results and delivers on commitments fosters inclusive and collaborative teamwork applies strategic thinking builds and maintains sustainable partnerships.
DESIRABLE REQUIREMENTS
Exposure to the international arena either by direct work for an international institution/organization or by interacting with international stakeholders.
Intermediate level of one or more of the following official languages: French Spanish Arabic Chinese Russian Portuguese.
WFPs international professionals are required to serve in different locations around the world during their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.
SUPERVISION
The JPO will be supervised directly by the Humanitarian Policy Team Lead and will work together with the wider EPR team.
TRAINING COMPONENTS
Upon commencement of the position the supervisor will prepare a development plan and coach the JPO throughout the entire assignment. The JPO will be exposed to hands-on experience on-the-job both at headquarters and as applicable at the field level. Training (internal and external) on emergency and humanitarian programming issues as well as WFP operations more broadly will be sought based on the background and interest of the JPO.
LEARNING ELEMENTS
At the end of the two-year assignment the JPO should have obtained:
Very good knowledge of critical operational challenges to responding to complex emergencies and minimum standards for quality programming.
Good skills in analysing complex information synthesizing learning and generating advocacy and communications material for a variety of audiences (internal and external).
Familiarity with WFPs humanitarian policy agenda and strategic partnerships.
Good general understanding of WFPs overall emergency operations.
