Job Summary

ICF seeks a Senior Education TA Manager to work within our Child Welfare and Education (CWE) Line of Business. This role supports federal state and local clients by delivering high-quality technical assistance research and evaluation services focused on improving education systems from early childhood through postsecondary levels. The ideal candidate will bring deep expertise in education policy stakeholder engagement and project leadership across diverse settings. The Senior Education TA Manager will work with clients such as the U.S. Department of Education as well as state and local educational agencies to provide high-quality services and products.

Key Responsibilities:

The Senior Education TA Manager is responsible for developing and maintaining strong collegial relationships with state education agencies (SEAs) and other clients to provide high-quality relevant and useful capacity-building technical assistance. The Senior Education TA Manager will conduct needs assessments develop and deliver technical assistance that clearly addresses client needs monitor and course correct technical assistance as needed lead internal and external evaluations of education initiatives and liaise with clients and project staff.

Basic Qualifications:

  • Doctorate in education social sciences public administration or related subjects
  • 10 years of experience at the state and/or national level working with K-12 education policies regulations and systems
  • 10 years of experience developing and delivering technical assistance to state and district educators and leaders
  • 10 years of developing high quality technical assistance materials including information briefs tools presentations and processes
  • 7 years managing multi-disciplinary teams and overseeing complex evaluation and research projects using mixed methods approaches
  • 7 years working with MS Office and other standard office applications (Word PowerPoint Outlook Excel SharePoint and Adobe Connect)
  • Prior experience supporting large-scale federal grants or contracts; demonstrated experience supporting implementation of a U.S. Department of Education Comprehensive Center grant award

Preferred Skills/Experience:

  • Experience working with multiple stakeholder groups as a participant content advisor and technical assistance provider
  • Experience supporting regional and national education priorities through roles such as state coordinator project director or managing evaluator
  • Content knowledge related to state education systems key policy issues (e.g. assessment accountability college and career readiness school turnaround diverse learners educator development and evaluation) capacity building coaching and/or consultation
  • Demonstrated familiarity with the education landscape and stakeholder networks in the Mid-Atlantic regions including DC DE MD NJ PA
  • Demonstrated experience facilitating cross-sector partnerships and leading needs-sensing and stakeholder engagement activities

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$81094.00 - $137860.00
