Job Duties
The purpose of this position is to serve as a recognized subject matter expert for child nutrition programs in the Office of School and Community Nutrition Programs at the Virginia Department of Education. This position will primarily monitor and track all child nutrition programs federal grant award documents grant award notifications and budget expenditures; process claims for reimbursement; analyze and provide meal data for USDA reports; support administrative review and compliance efforts; and serve as a lead subject matter expert for resource management in child nutrition programs. This position will also lead the states Breakfast After the Bell program including managing annual applications selecting schools to fund and processing the reimbursements.

Minimum Qualifications
Considerable knowledge of financial management Uniform Grant Guidance and administration of child nutrition programs and grants.
Knowledge of State-level budgeting accounting and procurement rules.
Awareness of internal controls and audit requirements for public funds.
Knowledge of federal grant management regulations policies and procedures.
Knowledge of budget development cost allocation financial reconciliation and principles of governmental and nonprofit accounting.
Knowledge of effective budget management skills including key financial and performance indicators used in child nutrition programs food service management.
Effective verbal and written communication human relations and organizational skills.
Ability to analyze synthesize and evaluate a variety of information and data.
Ability to provide excellent customer service to both internal and external customers.
Ability to provide leadership and technical assistance to school divisions as it relates to school and community nutrition programs
Ability to analyze synthesize and evaluate a variety of information and data.
Skill in evaluating budgets and expenditure reports for accuracy and allowability.

Additional Considerations
Graduation from an accredited program in finance accounting business nutrition hospitality/food service management or a related field or equivalent experience.
Experience administering child nutrition programs at the local state or federal level is highly desired.
Experience researching collecting organizing and managing data is desired.
Skills in report writing and delivering technical assistance and training school divisions are highly desired.
Experience in grant management fiscal and procurement processes.
Experience working with state and/or federal entities.
Experience with Microsoft Office Suite Smartsheet Virtual Meeting Platforms and financial systems
