Texas Education Agency requires the services of 5 Developer/Programmer Analyst 3 hereafter referred to as Candidate(s) who meets the general qualifications of Developer/Programmer Analyst 3 Applications/Software Development and the specifications outlined in this document for the Texas Education Agency.

Development and enhancement of applications supporting Texas 1247 school districts.

Work across multiple agency stakeholders to ensure accuracy and efficacy of assigned components
Experience Required: Minimum 8 years
Key Responsibilities:
  • Design and develop a new reporting framework 8.0/9.0 Blazor and other modern Microsoft technologies.
  • Participate in the full Software Development Life Cycle (SDLC) in a SCRUM/Agile environment.
  • Analyze and enhance existing complex reports built with Crystal Reports integrated with Oracle databases.
  • Develop scalable and high-performance financial system solutions ensuring seamless database integration using Oracle.
  • Collaborate with cross-functional teams including the DevOps team to maintain and enhance CI/CD pipelines and automation processes.
  • Provide innovative solutions to modernize and streamline the existing legacy project ensuring alignment with business goals.
Skills and Qualifications
  • A seasoned Software Development Manager with over 8 years of experience in the Software Development Life Cycle (SDLC) demonstrating expertise in:
  • Microsoft Technologies & Database Systems
  • Proficient in .NET 8.0/9.0 Blazor C# and Visual Studio with a strong grasp of modern design principles.
  • Advanced knowledge of Oracle database management including PL/SQL development stored procedure optimization and performance tuning for complex systems.
  • Agile & DevOps Practices
    • Skilled in adopting SCRUM/Agile methodologies to drive efficient project delivery.
    • Experienced in implementing and maintaining CI/CD pipelines using DevOps tools and automation strategies.
  • Version Control & Data Engineering
    • Proficient in Bitbucket for version control.
    • Strong understanding of data modeling ETL processes and reporting frameworks.
  • Problem Solving & Collaboration
    • Demonstrated ability to troubleshoot and resolve system-level issues in complex environments.
    • Effective communicator and collaborator across cross-functional teams and stakeholders.
