GENERAL DESCRIPTION:


The Office of State Lands and Investments (OSLI) an agency committed to effectively managing natural resources and funds for current and future generations is seeking a Grants and Loans Specialist in our Grants & Loan Section. The Grants and Loans Specialist is responsible for assisting with the administration of the Agencys statutorily authorized grant programs such as Mineral Royalty Grants (MRG) County Wide Consensus Grants (CWC) Transportation Enterprise Account Grants & Loans (TEA) and various special legislative-funded programs. The Specialist functions in part as a liaison between Wyoming communities state and federal agencies contractors and/or vendors and the OSLI. The specialist performs a variety of accounting functions for each grant program assigned. The Specialist works closely with the Program Manager to ensure compliance with grant requirements. The Specialist may also be assigned special projects to resolve complex issues in order to improve efficiency effectiveness and development of the Grants & Loans Programs within the Section.

This position is located in Cheyenne Wyoming. Cheyenne is a full-service community home to over 60000 residents. Cheyenne is near four-season outdoor recreation areas including the Snowy Range and the Medicine Bow National Forest and home to world-class rock climbing at Vedauwoo. The location also provides convenient access to the Colorado Front Range communities including Fort Collins Denver and Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Ensures an efficient and effective operational flow for MRG CWC TEA and other various grant programs mandated by the Legislature and assigned by the Program Manager.
  • Confirms grant applications/applicants meet eligibility requirements of the MRG CWC TEA and other various grant programs mandated by the Legislature and assigned by the Program Manager.
  • Ensures grant funds are disbursed to grantees only as needed to discharge obligations incurred in accordance with the grant agreement.
  • Validates the accuracy of grant disbursement information.
  • Ensures grant agreements are written according to State Loan and Investment Board approval.
  • Performs research to determine grant/contract eligibility validity and requirements.
  • Determines grant/contract availability.
  • Prepares grant/contract documentation.
  • Analyzes expenditure(s) for program eligibility and reimbursement.
  • Implement procedures and correct irregularities.
  • Assists in auditing grant/contract recipients.
  • Serves as a liaison between the community and other government agencies.
  • Coordinates the reimbursement process with vendors.
  • Gathers and maintains necessary data for program monitoring and evaluation.

Qualifications


PREFERENCES:


Preference may be given to candidates that have experience working in Excel at a basic or intermediate level.
Preference may be given to candidates that have strong analytical skills to evaluate applicant data detect grant draft request irregularities and/or potential fraudulent requests.


KNOWLEDGE:

  • Knowledge of State grant/contract procedures.
  • Knowledge of pertinent laws and program funding policies.
  • Knowledge of Wyoming state statutes.
  • Skills using Microsoft products including Excel Word and PowerPoint
  • Skills in effective oral and written communication.
  • Skills utilizing multiple databases to track and maintain information.
  • Ability to manage multiple priorities to meet deadlines.
  • Ability to effectively analyze information and provide recommendations.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Business)
Experience:
0-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist I
OR
Education & ExperienceSubstitution:
3-5 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist I

  • Some travel may be required for this position.
