About Us:

The Ohio Department of Health (ODH) is seeking a Program Administrator 2 within the Bureau of Survey and Certification (BOSC). BOSC is responsible for conducting survey inspections to ensure health care providers and clinical laboratories are compliant with state and federal requirements. What Youll Do:

The Program Administrator 2 serves as a key administrative support role acting as a liaison for the BOSC leadership team and will maintain survey processing systems to meet federal and state mandates for healthcare regulation. Responsibilities encompass a broad range of duties including administrative support program and project oversight. More duties include:

  • Independently develop and implement policy & procedures related to the survey and certification of Nursing Facilities Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID) Residential Care Facilities (RCFs) Home Health Agencies (HHA) and other provider/supplier types as assigned to ensure federal & state mandated activities are completed within required timeframes.
  • Act for superior (e.g. respond to needs of bureau operations staff coordinate responses to ODH senior staff and Centers for Medicare & Medicaid Services (CMS) concerning facility survey issues).
  • Respond to programmatic survey issues (e.g. survey reports statements of deficiencies plans of correction provider/complainant inquiries).
  • Review federal & state regulations implement changes and maintain knowledge of all laws rules policies and procedures governing all aspects of the survey process.
  • Assume responsibility for all administrative matters during superiors absence (e.g. handle complex calls initiate and approve documents reports letters and memos).
  • As assigned assist complaint unit manager in analyzing reviewing assigning complaint intakes and prioritizing intake assignments based on various factors (e.g. survey scheduling enforcement cycles).
  • Assist scheduling unit review unit & complaint unit managers in administrative oversight by monitoring & tracking all survey activities (e.g. reviews & updates data reports for accuracy tracks survey operational data & monitoring for discrepancies sorts & distributes survey documentation).
  • Perform research in response to inquiries & complaints from various sources (e.g. legislators nursing homes RCFs ICFs/IID provider associations & other governmental agencies).
  • Provide information & explain program to public as requested by superior (e.g. how surveys are conducted according to requirements imposed by state & federal laws/rules & related issues reports policies & procedures).
  • Conduct staff meetings on behalf of superior to provide updates on ODH state & federal policies & procedures affecting the bureau (e.g. ODH workplace policies status of Code of Federal Regulations/Ohio Administrative Code changes.

Normal working hours are Monday through Friday 8:00am to 5:00pm. This is an hourly position with a pay range of 12on theE1 Exempt Pay Range Schedule.

4 years training or 4 years experience in business administration management science or public administration.

OR

Completion of undergraduate core program in business administration management science or public administration AND 2years training or 2 years experiencein supervisory administrative &/or managerial position.

OR

Completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file AND 2years training or 2 years experience in supervisory administrative &/or managerial position or staff position involving planning research &/or policy/procedure development.

OR 1 year experience as Program Administrator 1 63122.

OR equivalent of Minimum Class Qualifications For Employment noted above

Unless required by legislation the selected candidate will begin at Pay Grade 12 Step 1 of the Exempt Pay Range Schedule ($32.35 per hour) with an opportunity for pay increase after six months ($34.18) of satisfactory performance and then a yearly raise thereafter.
