Duties and Responsibilities (*Denotes Essential Functions)

1.*Serves as a Fiscal Specialist under the Office of the Vice President for Administration (OVPA) focusing on the Bookstore System. This position may require working nights weekends and holidays as needed by the department.

2.*Advises Bookstore Managers regarding federal state and University rules regulations policies and procedures and their applications to program operations.

3. *Ensures compliance of all financial transactions with university state and applicable federal regulations.

4.*Develops administers and monitors procedures and guidelines through subordinate staff to ensure complete and accurate recordation of financial transactions -- including the monthly preparation of various reconciliations between the Kuali Financial System the universitys general ledger and subsidiary systems (Prism the Bookstores inventory/point-of-sale system and Banner the universitys student information system) and the research and adjustment of reconciling items as needed.

5.*Prepares and presents monthly reports for the Bookstore to various levels of management to provide a mechanism to monitor the financial operations of the Bookstore and support operational decision-making.

6.*Plans directs reviews and advises management in annual budget preparation matters based on established guidelines and input from central administration for the annual spending plan multi-year financial forecast and biennial/supplemental budget requests for state funds.

7.*Develops administers and monitors short and long-range financial planning programs for the Bookstore capital improvements and special projects.

8.*Reviews all personnel documents and transactions to certify availability of funds and compliance with University regulations.

9.*Responsible for fiscal control and authority for various general special and revolving fund accounts

10.Advises the Bookstore Managers on budget plans resource allocations and administers the budget allocation process for allotments based on program needs and availability of resources.

11.Prepares and maintains data files for budgeting and reporting purposes.

12.*Prepares financial reports for audits OHA university bond system and other requests.

13.Directs through subordinate staff the maintenance of all official fiscal records and documentation controls over daily expenditures reconciliation of balances to ensure conformity with expenditure plans University & State guidelines.

14.*Manages daily functional control and technical review over all administrative fiscal procurement and property management.

15.*Reviews the details of all procurement of materials and services including emergency purchases to certify availability of funds and compliance with federal state and university rules regulation policies and procedures.

16.Provides fiscal policy and internal control management of departmental purchasing cards and ensures validity of all purchasing card transactions.

17.Directs the maintenance of inventory records and preparation of inventory reports (including an annual inventory roll-forward schedule).

18.Supervises the assignment transfer and disposal of equipment in accordance with the University procedures.

19.*Develops administers and monitors the workflow of the fiscal processes to identify areas that can be streamlined for better efficiency.

20.*Ensures control of accounts accurate balances performs audit and closes all fiscal accounts timely. Request new accounts to meet program needs.

21.Collects statistical data to analyze and develop various administrative reports relating to program operations as necessary. Prepare financial and fiscal forecast/projections to assist in management decisions.

22.Develops and monitors reimbursement procedures requiring recharging of expenses.

23.Provides training sessions on fiscal policies and procedures.

24.Assists Bookstore managers on cost analysis and any other financial operational reporting requirements.

25.Assists with the research development and implementation of customized and automated financial reporting tools.

26.Other Duties as Assigned.

Minimum Qualifications:

Education and Professional Work Experience

1.Possession of a baccalaureate degree in accounting finance business administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for accounting and/or finance; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.

2. Considerable working knowledge of principles practices and techniques in the accounting and fiscal administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.

3.Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with accounting and fiscal administration.

4.Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.

5.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.

6.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.

7.Demonstrated ability to operate a personal computer and apply word processing software.

8.For supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.

9.Ability and willingness to work beyond normal hours including evenings weekends and holidays.

Desirable Qualifications

1.Demonstrated knowledge and/or experience of university structure policies procedures and administrative rules.

2.Fiscal experience with both self-supporting and government funded programs at an institution of higher education.
