Civil Engineer (Water/Wastewater Capital Improvement & Development Review)
Location: 200 Canal St New Smyrna Beach FL 32168
Schedule: MondayFriday 8:00 a.m. 5:00 p.m. (Full-time Exempt)
Base Pay: $86300 $117120 per year (DOE)
Reports to: Engineering Manager

What Youll Do (Day-to-Day Impact)
Manage Capital Improvement Projects (CIP): schedules budgets specs and plans for water/reuse/wastewater plants and linear assets (transmission/distribution and collection systems).
Run procurement & contracts: prepare bid documents host pre-bids issue addenda evaluate bids recommend awards and administer contracts.
Lead design & permitting: in-house design or manage consultants; produce/review plans technical specs and cost estimates; prepare permits easements and ROW packages (City of NSB FDOT Volusia County DEP DOH).
Construction administration: submittal/shop-drawing review RFI responses inspection coordination progress meetings pay apps change tracking substantial/final completion and project close-out.
Development review: evaluate commercial/residential plans issue comments coordinate developer agreements/addenda review as-builts process contributed capital and accept facilities; submit new assets to GIS.
Interagency projects: coordinate scope standards and schedules with municipal and state partners to keep multi-party projects moving.
System planning & reporting: support 5-year load/growth forecasts budgeting regulatory/technical analyses and internal reporting.
Storm response: be available to support utility operations during declared events.
Tools & Technologies Youll Use
Design & CAD/GIS: AutoCAD (Civil 3D a plus) ESRI ArcGIS
Hydraulic modeling: WaterCAD (or similar water/wastewater modeling tools)
Project tools: MS Office Suite; document/control systems
Familiarity with SCADA/telemetry and controls interfaces in treatment facilities is helpful
What You Bring (Qualifications)
Minimum for Engineer level
BS in Civil Engineering (or closely related discipline)
5 years of relevant municipal water/wastewater experience (planning design CA/CM)
Working knowledge of CIP delivery utility standards Florida permitting and FDOT processes
Strong communicator with contractors consultants developers regulators and operations staff
Valid Florida Class E Drivers License (or ability to obtain)
Preferred
EIT/FE (for Associate/Engineer) and PE (required for Senior)
Experience with pump/lift station design gravity/force mains potable/reuse transmission treatment plant upgrades stormwater interfaces
Proficiency with AutoCAD Civil 3D ArcGIS WaterCAD/StormCAD and construction administration on public works
Career Levels & Growth Path

Engineer BS required; 5 years; PE preferred
Senior Engineer BS required; 7 years; PE required
