Accountabilities:
The incumbent may perform all some or similar duties to the listed below:
1. Strategic Financial Leadership
- Provide financial leadership that aligns resources with OBCs mission vision and strategic priorities.
- Serve as a trusted advisor to the Executive Director program leads and Territorial Headquarters (THQ) Finance ensuring financial decisions are data-informed ethical and mission-focused.
- Ensure all financial activities comply with The Salvation Armys policies Territorial Finance Standards Generally Accepted Accounting Principles (GAAP) and funder requirements.
2. Budgeting & Financial Planning
- Lead the development of an annual mission-aligned budget integrating program needs capital priorities and stewardship principles.
- Facilitate transparent budget discussions with program managers to foster shared ownership and understanding.
- Monitor performance against budget produce timely variance analyses and recommend corrective actions.
3. Financial Operations & Compliance
- Oversee accounts payable accounts receivable payroll and general ledger processes.
- Maintain accurate up-to-date financial records in TSA-approved systems (e.g. Business World).
- Manage cash flow to ensure the organization meets all obligations without compromising service delivery.
- Coordinate and oversee external audits
- Ensure all required reports to government funders donors and TSA leadership are accurate and timely.
4. Contract & Funding Oversight
- Review and monitor all funding agreements to ensure compliance with financial and operational terms.
- Collaborate with program managers to track deliverables and ensure resources are used as intended.
- Support grant and donor reporting with accurate financial documentation.
5. Team Leadership & Development
- Lead mentor and support the finance team in a therapeutic strengths-based manner fostering professional growth and mutual respect.
- Model a collaborative service-oriented approach ensuring finance is seen as a partner in mission delivery.
- Encourage ongoing professional development including training in TSA systems non-profit accounting and ethical stewardship.
6. Risk Management & Ethical Accountability
- Implement strong internal controls to safeguard assets and prevent fraud.
- Identify and address financial risks proactively escalating issues promptly to leadership.
- Ensure finance processes support dignity confidentiality and fairness for clients staff and partners.
- Collaborate closely with the Internal Audit department during internal audits ensuring transparency timely access to financial data and the smooth implementation of audit processes and recommendations.
CRITICAL RELATIONSHIP MANAGEMENT
Governance Boards and Councils: None
Internal: Collaborate with employees leadership management teams District Headquarters (DHQ) Territorial Headquarters (THQ) legal and finance departments
External: Engage with funders auditors and external stakeholders to maintain compliance transparency and strong financial relationships.
MANAGERIAL RESPONSIBILITY:
- Reports directly to: Executive Director (Ottawa Booth Centre) & Territorial Social Mission Finance Director
- Direct reports: Accounting Clerk & Finance Administrator
FINANCIAL AND MATERIALS MANAGEMENT:
Material Management: Ensure petty cash availability accuracy and reconciliation.
Financial Oversight: Manage and monitor an $8.9M budget ensuring fiscal responsibility and alignment with organizational goals.

education experience AND Qualifications:
Education Qualifications and Certifications:
- CPA designation or equivalent accounting/finance certification required.
- Bachelors degree in accounting finance or related field; Masters degree considered an asset.
Experience and Knowledge:
- Minimum 7 years of progressive finance leadership experience preferably in the non-profit or social services sector.
- Proven record of managing budgets exceeding $5M with multiple funding sources.
- Experience implementing or transitioning to new financial systems preferably with Business World.
- Strong knowledge of Canadian accounting standards for not-for-profit organizations (ASNPO).

- Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army in its sole discretion is required including Child Check (if appropriate).
Compensation:
The target hiring range for this position is $81170.48 to $101463.10 with a maximum of $121755.72.
Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
