Description of Occupational Work

This non-State position is responsible for assignments that are carried out with limited supervision. The Financial Control Managerreports to the Director of Financial Management. Work involves managing and supervising the agencys accounts payable processes and related fiscal operations. This role ensures timely and compliant payment to vendors robust internal controls effective cash management and the integrity of financial transactions and incumbent plays a key leadership role in maintaining fiscal accountability and works collaboratively with internal divisions other stake holders such as banking representatives state agencies local governments and various Federal agencies. The Financial Control Manager follows and enforces compliance with contracts policies and procedures.

Essential Functions

Essential functions are fundamental core functions and are not intended to be an exhaustive list of all job duties.

  • Directs and manages the accounts payable function including vendor payment processing invoice approvals disbursement scheduling and resolution of discrepancies.
  • Supervises a team of fiscal professionals accounting technicians and administrative staff ensuring adherence to financial policies and fostering staff development.
  • Assists with development of multi-year plans/programs. Works with agency staff departmental leadership executive and other stakeholders to explain financial processes work products plans and issues.
  • Determines problem areas and recommends solutions.
  • Participates in the development and implementation of internal controls audit procedures and compliance programs to meet state and federal regulatory standards.
  • Maintains and refines financial systems and procedures for improved efficiency and reporting accuracy.
  • Collaborates with vendors auditors state agencies and other financial institutions to resolve issues and ensure service quality.
  • Ensures timely submission and quality of required monthly quarterly and annual reporting.
  • Identifies opportunities for automation and workflow improvements within the financial operations unit.
  • Assists with the design and execution of cash flow strategies including monitoring of disbursements bank reconciliation and short-term investment coordination.

Knowledge Skills and Abilities

  • Knowledge of governmental accounting standards (GASB) GAAP state procurement rules and financial operations.
  • Knowledge ofpractices/procedures related to public finance accounting and contract administration.
  • Strong understanding of internal control frameworks audit principles and regulatory compliance.
  • Proficiency in enterprise financial systems AP modules and Excel-based reporting tools.
  • Excellent verbal and written communication skills to liaise with staff leadership and external partners.
  • Ability to plan coordinate and facilitate the work of diverse and possibly conflicting focus groups/task forces/steering committees.
  • Ability to manage multiple priorities deadlines and fiscal cycles in a dynamic agency environment.
  • Ability to supervise train and evaluate a team of fiscal professionals and support staff.
  • Exceptional analytical skills to evaluate financial data identify trends and propose actionable improvements.

Job Requirements

Minimum Qualifications for Financial Control Manager


Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a college degree or higher in Accounting Business Administration Economics Finance Business Management Computer Information Systems or related field or three (3) years direct experience in Financial Management.
  2. Experience in financial administration such as comprehensive analysis of programs budgets projects services alternatives and costs; financial planning revenue generation revenue forecasting expenditure forecasting cash flow management and establishing internal control.
  3. Experience in accounts payable fiscal operations or governmental financial management.
  4. Experience in supervision of employees including planning assigning and evaluating the work of professional or technical financial staff.
  5. Experience with budget formulation internal controls financial reporting and the application of state/federal fiscal policies.
  6. Experience interpreting and applying laws rules regulations and policies related to public financial operations.
  7. Experience in operations management which includes planning directing coordinating controlling.

THIS POSITION REQUIRES A CURRENT AND VALID DRIVERS LICENSE AND SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND CHECK.
