Job Description

The Eugene Water & Electric Board (EWEB) is seeking a Financial Analyst for the Financial Services Department. This position supports the coordination development and implementation of organization wide budgets long-term financial planning and power risk management. As a member of the Finance Division you will be part of a small highly skilled team that is responsible for rate and fee-related questions collaborate cross-functionally to analyze cost of service for various fees and changes for water and electric utilities.

Success in this position will require the ability to prioritize challenging and fulfilling work while maintaining timely deliverables; to effectively exercise independent judgment while appropriately managing company risks for customer owners; and to collaborate across departments while being a dependable and supportive team member.

Key Responsibilities:

  • Cost service analysis / rate design: Supports electric and/or water cost of service studies and load research. Supports designs for appropriate rate structures and schedules documents staff proposals and supports study presentations to management and EWEB Commissioners.
  • Forecasting: Supports efforts to revise update and populate models utilized in load generation price revenue and expenditure forecasting. Research forecast drivers and historical data.
  • Budget: Supports the coordination development and implementation of the wide corporate budget. Supports analysis of utility retail/wholesale revenue and expenditure data in support of budget/rate decisions. Provides on-going monitoring of department budgets.
  • Financing: Supports analysis of utility sales revenue and expenditure data in support of financing decisions. Supports work for recommendations for financing EWEB operations and capital expenditures from a combination of revenues debt and reserves.
  • Simulation modeling: Provides model support in populating updating and proofing system tools for analysis and/or stress testing. Ensure data integrity of systems updates and automated process for compliance reporting.
  • Contracts: Ensures adherence to contract requirements legal mandates and corporate risk tolerances. Supports contract documentation and administration. Serves as a basic level resource for contract issues.
  • Credit: Research counterparty profile organizational structure and financial health. Analyzes findings and summarizes credit standing. Administers counterparty documentation and ETRM assignments for credit counterparty and contract parameters.
  • Compliance: Supports efforts to revise/update risk management policies and guidelines. May support risk compliance analysis evaluation and reporting.

Compensation & Benefits

The starting annual salary range for this position based on level commensurate with knowledge skills and education as they relate to the position is:

  • Financial Analyst I: $71450.75 - $86085.24
  • Financial Analyst II: $85414.38 - $106767.98

Minimum Training and Experience Required

Minimum Experience:

Education: Bachelors degree in finance accounting economics or related field.

Recommended Experience: Masters degree or CPA

Equivalency:An equivalent combination of experience and education may be qualifying.
