Job Description

Description of Work

This is an excellent opportunity for an experienced HR professional to shape critical processes that impact the agencys workforce and drive organizational success. The Salary Administration Records Manager (Agency HR Supervisor) provides strategic leadership for the Salary Administration and Records Sections ensuring compliance accuracy and efficiency across the agency. Serving as a subject matter expert and liaison to DAC sections and divisions the manager offers guidance and makes decisions on the most complex salary administration and exception requests. This role leads large-scale equity reviews and salary studies advancing practices that align with agency goals and statewide policies. The manager also oversees a dedicated team responsible for salary administration and personnel records maintenance while partnering with Classification & Compensation to support position management and workforce planning initiatives.

Responsibilities include but are not limited to:

  • Oversee the administration of employee salary actions including new hires promotions reallocations and salary adjustments ensuring compliance with policy and budget guidelines
  • Manage the maintenance security and retention of personnel records in accordance with federal state and agency requirements
  • Consulting and reviewing work with HR staff on Salary Administration; review and analyze salary data to identify trends ensure internal equity and support decision making
  • Foster a positive and productive team environment providing training and support to team members
  • Recommend and implement process improvements to strengthen efficiency accuracy and compliance in salary administration and recordkeeping
  • Ensure HRIS and other systems are updated accurately to reflect salary actions and personnel record changes
  • Respond to audits records requests and internal/external inquiries related to pay and employee records.
  • Oversee special projects assigned by management including researching and gathering data developing recommendations for implementation of projects

This is a full-time position (40 hours per week) withState Benefits.


This position is pending reclassification.


This position is eligible for a flexible/hybridtelework schedule under the State of NC Telework Program.

Management Preferences:
  • Considerable knowledge of salary administration and compensation personnel records standards and related personnel policies practices rules regulations and laws; understanding of classification principles.

Minimum Education and Experience Requirements

Bachelors degree typically in Human Resources or relevant field from an appropriately accredited institution and 3 years of experience

High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience
