Join the Pima County Development Services Departments Site Division as a Plans Examiner I. This position is pivotal for reviewing and approving permits such as conventional septic systems septic transfer inspection reports non-complex sanitary sewer systems non-complex environmental plans work in the right-of-way and oversize/overweight projects. Essential Functions:
As defined under the Americans with Disabilities Act this classification may include any of the following tasks knowledge skills and other characteristics. Work assignments may vary depending on the departments need and will be communicated to the applicant or incumbent by the supervisor.
Examines screens and reviews plans and specifications for complex residential and simple commercial construction alteration repair demolition moving or proposed new uses of primary and/or appurtenant structures for compliance with County building codes and related codes laws ordinances and statutes;
Determines code compliance of proposed residential structures relative to building use and occupancy fire protection and safety from permit applications plans and specifications;
Performs analysis of permit applications plans and specifications for such factors as lighting ventilation and living space;
Assists consulting engineers architects owners and contractors in the interpretation of provisions of the County building and related codes laws ordinances and statutes;
Reads interprets and applies applicable provisions of codes laws ordinances and statutes;
Prepares and maintains manual and computer-based files of materials reviewed and related materials;
Assists the public by explaining the construction permitting and plans review processes;
Assists other staff and subordinates by interpretation of the applicable codes laws ordinances and statutes;
Identifies discrepancies or potential conflicts in applicable codes laws ordinances and statutes for supervisory or managerial attention and decision;
Prepares routine recurring and special reports for management;
May supervise train and evaluate staff make effective recommendations on hiring termination and related personnel activities;
May perform remote inspections as needed.
Minimum Qualifications:
Four years of experience as a contractor engineer architect or as a superintendent foreman or competent mechanic in charge of construction construction plan reviewer or construction project manager.
OR:
One year of experience with Pima County as a Building Trades Plans Technician or closely related position as determined by the department head at the time of recruitment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies specifically addressing the required and preferred qualifications.):
Experience working with a variety of stakeholders (e.g. contractors public internal departments).
Experience working on infrastructure and/or environmental projects (such as water sanitary septic water resources dry utilities transportation air quality).
Experience with/knowledge of land development or construction.
Experience with/knowledge of interpreting and applying regulations policies and development codes to ensure project compliance.
Experience providing customer service.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates:Valid driver license is required at time of application.ValidAZdriver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record. All positions require certification as a Plans Examiner by a nationally recognized organization (e.g. ICBO ICC) at the time of appointment or prior to completion of initial/promotional probation and this certification must be maintained as a condition of employment.

Successful candidates will receive a post-offer pre-employment background screening to include verification of work history education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. All positions require the ability to work outdoors in the extremes of heat cold inclement weather with exposure to dust dirt wind construction activities and materials and to traverse rough terrain.
