The City of Novato is seeking a highly skilled and motivated Principal or Senior Management Analyst to join the City Managers Office. This position will play a key role in supporting high-level projects policy development and organizational initiatives that enhance City services and community addition the role may include responsibilities related to the management and oversight of the Citys real estate holdings.

PRINCIPAL & SENIOR MANAGEMENT ANALYST

DEFINITION
To perform a wide variety of responsible and complex administrative and analytical duties; to supervise and oversee assigned administrative processes procedures and programs; and to provide information and assistance to be public regarding assigned programs and services.
DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class in the Management Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including project management. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from management staff.
May exercise direct supervision over assigned staff.
PRINCIPAL MANAGEMENT ANALYST
ESSENTIAL AND MARGINAL FUNCTION STATEMENTSEssential and other important responsibilities and duties may include but are not limited to the following:
Essential Functions:
Assume direct responsibility for monitoring and administering a variety of programs; oversee assigned administrative support functions including facilitating the budget process with limited oversight direction or instruction.
Supervise plan organize and review the work of assigned lower level technical and clerical staff; participate in the recruitment and selection of staff.
Develop and implement programs as well as operational administrative policies and procedures; assist in contract negotiation and administration.
Participate in drafting and implementing City-wide and departmental goals policies and procedures.
Direct the preparation and administration of the City Budget(s); maintain and monitor appropriate budgeting controls; prepare various financial reports as required.
Collect compile and analyze complex information from various sources on a variety of specialized topics related to assigned programs; prepare reports which present and interpret data and identify alternatives; make and justify recommendations.
Participate in the drafting and implementation of department goals policies and procedures. Serve as a liaison with public and private organizations community groups and other related organizations.
Receive and respond to complaints and questions from the general public relating to assigned programs; review problems and recommend corrective actions; prepare summary reports as required.
Participate in special projects including complex research of new programs and services budget analysis and preparation and feasibility analyses; prepare and present reports; participate in a variety of department operations.
Assist in the preparation of ordinances and other supporting program documents; prepare and monitor program contracts and related proposals; monitor compliance with applicable contractual agreements.
Prepare comprehensive technical records and analytical reports pertaining to assigned area of responsibility including resolutions and ordinances; conduct research and comprehensive data collection efforts to support analysis.
Coordinate activities with other City departments the public and outside agencies.
Marginal Functions:
Participate in various committees; attend and participate in professional group meetings.
Perform related duties and responsibilities as required.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Five years of increasingly responsible professional administrative and analytical experience; including two years of supervisory responsibility preferably within a local government environment.
Training:
Equivalent to a Bachelors degree or higher from an accredited college or university with major coursework in public or business administration public administration or related field.
