Position is responsible for identifying blind visually impaired or deafblind high school age students attending public charter and private schools in Mecklenburg County in addition to those who are home-schooled who reside in Mecklenburg County whose disability creates a substantial impediment to employment and who can benefit from vocational rehabilitation (VR) services to help enable them to obtain employment. This position will make eligibility determinations for VR services work with a team in developing/completing an assessment of the individual student develop and implement a comprehensive service plan collaborate with teachers and county officials in the provision of services provide pre-employment transition services and work with employers in the development of work experiences and internships for students commensurate with students skills choice interests and capabilities that will help build a foundation for a successful vocational outcome for the consumer.

Job responsibilities include but are not limited to:
  • Identify blind visually impaired and deafblind high school students in Mecklenburg County including those in public charter private and home-school settings who may benefit from vocational rehabilitation (VR) services.

  • Conduct intake assessments and make eligibility determinations for VR services in accordance with state and federal guidelines.

  • Collaborate with students families educators and school staff to evaluate strengths barriers and vocational interests.

  • Develop and implement Individualized Plans for Employment (IPEs) tailored to students skills abilities and career goals.

  • Coordinate and deliver pre-employment transition services (Pre-ETS) including job exploration workplace readiness and self-advocacy training.

  • Partner with employers to create work-based learning opportunities such as internships job shadowing and short-term employment experiences.

  • Work closely with teachers school personnel county officials and community agencies to ensure integrated and effective service delivery.

  • Provide career counseling workplace skills training and job readiness support to assist students in transitioning to post-secondary education or employment.

  • Track student progress adjust service plans as needed and ensure alignment with program objectives and vocational outcomes.

  • Maintain accurate case documentation reports and records in compliance with agency policies and confidentiality requirements.


Sign-on Bonus Eligibility:

Only candidates for probationary permanent or time-limited positions may be eligible for sign-on or be eligible for a sign-on bonus the candidate must not have worked as a probationary permanent or time-limited employee in the last 12 months as an employee in North Carolina state government including without limitation of the judicial system state executive branch agencies and the university system.

Employees eligible for a sign-on bonus must work at least 20 hours per week. Bonuses for eligible employees workingin part-time positions will be prorated based on hours worked.

Knowledge Skills and Abilities / Competencies


Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement.

  • Knowledge of or experience working with a team of professionals to help a client meet a goal.
  • Experience with working with youth in transition.

Minimum Education and Experience Requirements

Masters degree in rehabilitation counseling from an appropriately accredited institution;
OR
Masters degree in a related human services field from an appropriately accredited institution;
OR
Current certification as a Certified Rehabilitation Counselor by the Commission of Rehabilitation Counselor Certification.
