Job Description Summary:

Under the general direction of the Chief Information Officer (CIO) the Director of Technical Services is a senior-level IT leader responsible for overseeing the organizations technical infrastructure and end-user computing environment. This includes managing vendor relationships network operations user support services laptops printers remote office connectivity and ensuring the successful testing and implementation of new applications and upgrades.

In addition to these responsibilities the Director provides direct leadership for the organizations IT security posture. This includes leading the IT security team to ensure compliance with cybersecurity policies overseeing risk assessments and implementing best practices to safeguard data and systems across the enterprise.

Key responsibilities include:
Leadership and oversight of technical services and IT security staff including project and contract analysts.
Management of the IT project portfolio and the Statement of Work (SOW) process.
Development and enforcement of project implementation methodologies and standards in collaboration with the IT leadership team.
Regular coordination with the CIO to provide updates on project status define requirements for new initiatives and align IT solutions with the organizations mission and strategic goals.
Direct line responsibility for managing the hosting vendor relationship and coordination with IT leadership at Marin General Hospital.

The ideal candidate will bring a strong background in IT operations proven leadership in technical service delivery and a proactive approach to information security management.

Job Requirements Prerequisites and Essential Functions:

JOB SPECIFICATIONS:

A. EDUCATION

Bachelors in the areas of Information Systems or Management Engineering preferred.

B. EXPERIENCE

A minimum of 10 years of experience in Information Technology is required including 5 years of leadership experience within a healthcare provider setting.

C. PREREQUISITE SKILLS

1. Proven ability to conceptualize launch and deliver secure scalable technology solutions that align with organizational goals and compliance requirements.
2. Demonstrated leadership with a collaborative mentoring approach that fosters accountability innovation and team development.
3. Strong awareness of emerging trends in healthcare information systems (HIS) cybersecurity and digital health technologies with the ability to anticipate and guide necessary organizational adaptations.
4. Consistently models professional behavior in alignment with organizational values policies and service standards.
5. Exceptional verbal and written communication skills with the ability to convey complex technical concepts to diverse audiences.
6. A proactive customer-centric mindset with a commitment to delivering high-quality IT support and service experiences.
7. In-depth knowledge of ambulatory and inpatient system deployment environments particularly within community county or state-based healthcare systems.
8. Expertise in IT service delivery best practices enterprise architecture and the development of multi-year strategic technology and cybersecurity plans.
9. Strong interpersonal and conflict resolution skills with the ability to effectively engage and influence stakeholders at all levels.

10. Ability to build and maintain collaborative relationships across departments vendors and external partners.
11. Experience leading the development and execution of IT solutions and strategies aligned with departmental and organizational business objectives.
12. Innovative problem-solver with a track record of developing forward-thinking approaches to meet evolving business and security needs.
13. Oversight experience with clinical and financial systems such as McKesson Siemens and Lawson including integration and security considerations.
14. Serves as a role model for organizational values and behavioral standards.
15. Self-driven results-oriented professional with high integrity and the ability to build trust across technical and non-technical teams.
16. Demonstrated competencies in:
a. Defining and executing IT and cybersecurity vision and strategy.

17. Deep understanding of healthcare IT operations cybersecurity frameworks (e.g. NIST HIPAA) and technical infrastructure

DUTIES AND RESPONSIBILITIES:

A. ESSENTIAL (not modifiable)

1. Enhances the reliability performance and security of hosted applications by partnering with hosting vendors to design implement and continuously optimize infrastructure and application environments.
2. Leads in-depth technical reviews and troubleshooting sessions with hosting vendor teams to resolve complex issues and refine operational processes.
3. Provides executive leadership with clear actionable technical insights to support system implementations upgrades and technology selection decisions.
4. Oversees and ensures the successful execution of multi-application upgrade initiatives including planning testing deployment and post-implementation support.
5. Drives the initiative to standardize and modernize all hosted applications by ensuring alignment with current build versions and security standards.
6. Leads the transition to a centralized IT service delivery model through a shared services framework in collaboration with hosting partners.
7. Defines and communicates a forward-looking technology vision that supports innovation cybersecurity and digital transformation across the organization.
8. Develops and executes strategic IT plans that align with Marin General Hospitals long-term mission vision and operational goals.
9. Collaborates with senior IT leaders and hosting vendor executives to ensure seamless delivery of IT services and alignment with enterprise priorities.
10. Operates in alignment with the strategic direction and values of Marin General Hospital ensuring consistency in leadership and execution.
11. Partners with IT leadership to align technology initiatives with business priorities balancing resources and optimizing IT investments through effective portfolio management.
12. Participates in the full lifecycle of IT systems including selection acquisition development deployment maintenance and support.
13. Co-manages the IT project intake approval and prioritization process to ensure alignment with strategic goals and resource availability.
14. Ensures all IT initiatives have clearly defined business objectives success metrics and measurable outcomes.
15. Tracks and reports on the performance of the IT portfolio and hosting vendor partnership including budget adherence timelines and value delivery.
16. Conducts ongoing assessments of internal and external IT capabilities including staff contractors and vendor performance to ensure operational excellence.
17. Collaborates with the Project Management Office (PMO) to ensure timely and efficient execution of IT projects across the organization.
18. Manages relationships with external stakeholders including government agencies vendors research institutions and healthcare partners to support strategic IT initiatives.

The selected candidates compensation will be determined based on the individuals skills experience internal/market equity factors and qualifications.
