Key Responsibilities:
- Provide advanced data analytics workforce analysis and decision support expertise to the Office of the Secretary of Defense (OSD) for Personnel and Readiness (P&R) Manpower and Reserve Affairs (M&RA) Office.
- Support talent management workforce analytics and policy development initiatives to advance national security priorities.
- Conduct workforce analysis including trends forecasting workforce change projections and labor market comparisons.
- Develop data queries quick-look assessment strategies and visualizations to support informed decision making.
- Manage large datasets and design surveys to collect actionable insights.
- Maintain and update existing talent management resources and toolkits to ensure alignment with Department priorities.
- Develop new resources and products to address critical skills shortages and enhance talent management strategies.
- Monitor and track customer engagements and requests to maintain awareness of outreach efforts and areas of support.
- Provide programmatic analysis and recommendations for policy updates including instructions directives and memoranda.
- Support the establishment of governance frameworks and strategies for talent management programs including the DoD Work Roles program.
- Support the implementation of the Cyber Workforce Talent Management Plan including stakeholder analysis survey design persona use cases and metrics development.
- Draft recommendations for periodic updates and reporting.
- Identify and track emerging issues and trends related to talent management and workforce analytics.
- Provide timely research analysis recommendations and outreach to align with Department priorities.
- Engage with OSD Functional Communities (FC) other DoD offices and external stakeholders to gather subject matter expertise and insights.
- Broaden internal partnerships and establish new collaborations to enhance talent management initiatives.
Basic Qualifications:
- Bachelors Degree in Data Science Computer Science or related field and 12 or more years of experience or a Masters Degree with 10 or more years of experience or PhD with 8 or more years experience.
- Proven expertise in managing large datasets developing data queries and creating visualizations.
- Experience in survey design and statistical analysis.
- Proficiency in programming languages such as Python R or SQL.
- Advanced knowledge of data visualization tools such as Tableau and Microsoft Power BI.
- Familiarity with machine learning techniques and predictive modeling.
- Strong oral and written communication skills with the ability to produce high-quality materials under tight deadlines.
- Ability to work collaboratively in a fast-paced environment and communicate effectively with senior leaders.
- Active Secret security clearance.
Preferred Qualifications:
- Experience working with DoD or other federal agencies in workforce analytics or talent management.
- Familiarity with DoD policies directives and governance frameworks.
- Experience supporting cyber workforce initiatives or similar programs.
- Expertise in cloud-based data platforms.
- Knowledge of advanced machine learning frameworks such as TensorFlow and PyTorch.
- Strong communication and presentation skills to convey complex data insights to senior leaders.
- Ability to work collaboratively with diverse stakeholders across government and contractor teams.
