Job Description

Commissionaires BC is looking for Regulations Enforcement Officers to join our team working with the City of Kelowna!

As a Regulations Enforcement Officer (REO) with Commissionaires BC in Kelowna you will be responsible as part of a team for maintaining the safety and security of City of Kelowna properties facilities and assets. This role involves patrolling assigned areas monitoring security systems securing buildings enforcing Bylaws compliance use of Mobile Surveillance elements of outreach work and responding to incidents and alarms to ensure a safe environment for employees visitors and the public.

This position also offers ample opportunity and experience to work alongside RCMP and Bylaw which is invaluable to anyone looking to enter these fields.

Shift Schedule(s):
  • Fri - Mon 8am - 4pm
  • Casual On-Call
Pay scale: $24.00 - $28.00

Key Responsibilities:
  • Patrolling: Conduct substantial foot and vehicle patrols of assigned areas including buildings parking lots and public spaces in order to find persons breaking the law to deter and detect security threats or breaches and the securing of facilities.
  • Monitoring: Operate and monitor security systems including surveillance cameras alarms and access control systems.
  • By-law Enforcement: Under Bylaw No.10680 Parks and Public Spaces Bylaw ensure compliance by all persons in our designated sites through progressive escalation. Some commonly enforced bylaws include:
    • 3.15 No Person shall enter or be in a Park except during the hours of operation established by this bylaw unless they have a valid permit under Section 4.3 of this bylaw. The hours of operation for City Parks shall be 6:00 a.m. to 11:00 p.m. daily unless otherwise specified on Schedule B attached to this bylaw or unless indicated otherwise by a sign or by the Park Services Manager.
    • 3.17 No Person shall erect construct or build any tent building shelter pavilion or other construction whatsoever or penetrate the ground with any object including stakes or posts without prior written approval of the City.
    • 3.27 No Person shall be permitted to possess or consume Liquor in any Park except in accordance with the regulations in Schedule I of this bylaw or as permitted by Council Policy No. 223. For clarity a bylaw enforcement officer or RCMP member has the authority to order a Person to dispose of any Liquor if so directed.Body Cameras: Follow and comply to all policies and procedures in relation to wearing and using a body camera for the duration of the shift.
  • Engagement with Public: Interact with various members of the public offering support and direction as required with compassion empathy and respect. Assess each situation and any concerns related to vagrants or unauthorized individuals on properties by enforcing policies and bylaws calmly and professionally. Ensure that all interactions are handled in accordance with relevant laws and guidelines.
  • De-Escalation and Incident Management: Utilize effective de-escalation techniques to manage and resolve conflicts or aggressive behavior. Approach individuals calmly listen actively and employ strategies to reduce tension and prevent escalation. Ensure incidents are documented accurately and reported to the appropriate authorities.
  • Trespass Notices: Issuing and enforcing trespass notices on behalf of the City of Kelowna for serial offenders.
  • Mobile Surveillance: Participate in Actual and Training scenarios of mobile surveillance in order to assist RCMP in the arrest of persons with an active warrant or having just committed crime.
  • Reporting: Document and report incidents irregularities and daily activities accurately in a company-assigned Notebook. Prepare incident reports and maintain logbooks.
  • Customer Service: Assist and provide information to support clients and members of the public in a professional and courteous manner.
  • Compliance: Adhere to Commissionaires BCs policies procedures and local regulations. Ensure that security and safety practices are followed at all times.
  • Training: Participate in numerous course and certifications required for this position (paid for outside regular working hours) over a 6-month probation period and any additional courses that may be assigned after during employment.
Work Conditions:
  • Schedule Flexibility: You may be required to support other shifts/positions as per the requirements of the site.
  • Environment: Duties will involve working in various and sometimes extreme weather conditions and environments daily partially indoors but mainly outdoors.
  • Physical Requirements: Ability to stand walk and patrol for extended periods (average of 16km of walking per shift). Must be capable of lifting and carrying equipment as needed.

Qualifications:
  • Education: High school diploma or equivalent is required. Additional training or certification in security law enforcement or related fields is advantageous.
  • Experience: 2 years of previous experience in a related field
  • Skills: Strong observational skills excellent written and verbal communication the ability to manage stressful situations effectively and intermediate to advance computer skills
Required Certifications:
  • A valid security license (BST)
  • AST or the willingness to obtain it.
