Job Description:

Science and Technology Corporation (STC) is seeking a highly qualified Subject Matter Expert (SME) to provide technical operational and regulatory guidance for a 12-month study supporting the NOAA/NWS Radar Next Broad Agency Announcement (BAA).

The SME will play a key role in ensuring scientific and engineering rigor alignment with emerging technologies and awareness of RF policy trends. This individual will support the project team with as-needed expertise to evaluate interference impacts radar system configurations mitigation strategies and regulatory implications.

Key responsibilities include:

  • Provide technical expertise on RF spectrum management phased array radar (PAR) technologies and interference mitigation strategies.
  • Guide the project team in ensuring scientific and engineering rigor throughout modeling simulation and analysis tasks.
  • Advise on regulatory and policy implications related to RF spectrum use.
  • Contribute to evaluating current and future spectrum usage for Radar Next operations including interference risk assessments.
  • Support modeling and simulation of radar architectures including phased array radar performance in shared spectrum environments.
  • Identify and recommend best practices and mitigation strategies to ensure resilient and efficient radar operations.
  • Provide insight on emerging technologies relevant to PAR and radar spectrum optimization.
  • Assist in developing actionable recommendations and documentation addressing all BAA requirements.
  • Participate in technical reviews working sessions and milestone discussions as needed.
  • Contribute to the final report and deliverables ensuring clarity technical accuracy and operational relevance.


Requirements
  • 10 years of experience in RF spectrum management radar systems engineering or phased array radar research.
  • Demonstrated expertise in RF interference analysis radar architecture modeling or regulatory compliance.
  • Familiarity with NOAA/NWS missions Radar Next program goals and federal spectrum policy strongly preferred.
  • Strong communication skills with the ability to provide concise high-impact technical guidance.
  • Prior experience contributing to federal studies technical panels or BAA projects desirable.

Education:

  • Advanced degree in Electrical Engineering Atmospheric Science Physics or related field.
