POSITION SUMMARY The Chief Program Officer (CPO) provides overall management of the programs services and operations within the BYN Network. The incumbent assures that programs services and operating policies and procedures are consonant with the organizations mission and are of the highest possible quality. The candidate assures that programs services and operations assure program and fiscal accountability to all stakeholders and steward the organizations resources prudently. This position provides supervision to designated staff members within the BYN Network.
ESSENTIAL RESPONSIBILITIES / FUNCTIONS - Program Development and Implementation
- Responsible for the development and implementation of youth programs including curriculum design lesson planning and activity selection.
- Ensure programs are evidence-based culturally relevant and meet the needs of the target population.
- Develop and implement strategies to recruit retain and engage youth in programs.
- Monitor program effectiveness and make adjustments as needed to maximize impact.
- Assure that all programs operate at the highest level of quality possible. Working with the Program Directors and their staff the CPO assures that programs:
- are needed and wanted in the community;
- are consonant with Breakthrough Urban Ministries mission vision and long range strategic plan;
- reach their intended beneficiaries;
- reflect best practices;
- produce measurable results for children families and the community;
- include those served at all phases of program planning delivery and evaluation;
- meet or exceed all contractual obligations;
- are fully staffed by fully qualified individuals
- operate at full capacity; and
- have revenue to cover expenses.
Staff Management and Leadership - Serve as a member of the organizations leadership team offering input for organizational decision making.
- Manage program budgets and resources.
- Supervise and coach program staff and other related professionals.
- Provide guidance and support to staff in program implementation client interaction and professional development.
- Foster a positive and collaborate work environment.
- Facilitate annual performance reviews and regular coaching sessions.
- Ensure compliance with relevant laws regulations and organizational policies.
- Stay up to date on best practices and trends in youth development.
- Responsible for understanding public policy and initiatives that support youth development.
Partnership Development and Community Engagement
- Build and maintain relationships with community organizations schools and other stakeholders.
- Serve as a liaison with a wide range of external stakeholders including government corporate and private funders.
- Seek opportunities to collaborate with other organizations to expand reach and collective impact.
- Work closely with the Fund Development team to share data stories and examples of participants benefits and ensure compliance to funding requirements.
- Maintain program models that are consistent with participant community needs and funders expectations.
- Develop partnerships with resources that will strengthen support for participants and hold partners accountable as needed
Data Management and Evaluation
- Establish and/or manage current key performance indicators to track program outcomes and progress.
- Collect and analyze data to assess program effectiveness and identify areas for celebration and improvement

QUALIFICATIONS
- Bachelors degree in education
- Masters degree in education 6 hours in child development and CDA preferred.
- Minimum of five (5) years experience leading in education or youth development areas.
- Demonstrated ability to manage people budgets and operations and information.
- Experience supporting and working with victims and/or their family of gun violence.
- Must be able to develop and manage a team to achieve stated goals
- Must be able to develop and sustain relationships with external stakeholders
- Must be able to develop and articulate a strategic vision for the program area.
- Strong computer skills and a working knowledge of Microsoft Office
- Familiarity with the concepts of Restorative Justice practices.
- Must maintain a valid drivers license along with daily access to a vehicle and acceptable driving record.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
Work Environment While performing the duties of this job the employee will work in an office located in a multi-purpose facility and/or outdoors and thus will be exposed to weather conditions prevalent at the time. The noise level in the work environment is usually moderate but can be high depending on the activities in the facility.
Physical Demands While performing the duties of this job the employee is frequently required to walk and/or sit; use hands and fingers to feel objects tools or controls reach with hands and arms; balance; stoop; regularly talk or hear. The employee must be able to bend stoop pull lift as well as have overhead extension of arms. Must be able to stand for long periods of time; be able to lift carry or move at least 50 pounds. Must adhere to proper handling and lifting techniques. Specific vision abilities required by the job include close vision distance vision peripheral vision depth perception and the ability to adjust focus.
