SALARY All new hires will be placed at the starting salary step of this classification ($5778). Employees are eligible for a step increase on their anniversary date each year up to the maximum step 5 of this salary range ($7040).
JOB SUMMARY Under general supervision purchases materials supplies equipment and services used by the school district; trains and leads the work of Purchasing Department staff; performs other work as required.
ESSENTIAL DUTIES
Trains and provides work direction and guidance to Purchasing Department staff.
Purchases supplies materials equipment services and district warehouse inventory.
Researches and provides information on product source and availability.
Reviews and makes necessary changes to purchase requisitions including better qualified suppliers.
Prepares specifications bids and quotations for a variety of purchases using available cost saving techniques.
Ensures bids meet established criteria and regulations conducts bid openings and assists in monitoring bid limits.
Receives reviews and enters requisitions into computer-generated purchase order system.
Contacts vendors and obtains quotations discusses procedures and availability of materials and evaluates product quality and delivery timelines.
Creates and maintains vendor files.
Researches and responds to complaints about non-payment quality shortages and damaged or duplicated orders.
Assists in the development and maintenance of purchasing catalogs calendars and information records on bidders and vendors.
Answers inquiries from schools and district offices regarding purchasing procedures.
Prepares a variety of written materials such as Board Agendas addendums contracts and vendor correspondence.
Supports year-end closing processes.
Assists in resolving county audit issues.
Assists in the maintenance of the district equipment inventory.
EMPLOYMENT STANDARDS
Education and Experience:Graduation from high school or equivalent and three years of responsible experience equivalent to full-time work in purchasing supplies equipment materials and/or services. Experience in a school district is highly desirable. Part-time experience will be considered and adjusted appropriately. Completion of a certification or degree in purchasing or related field at an accredited college may be substituted for one year of the required experience. Any other combination of training and experience which would likely provide the required skills knowledge and abilities may be considered.

Governmental codes Education Code Public Contract Code and purchasing practices.
Bidding rules regulations practices and procedures.
Sources of supply marketing and pricing methods.
Negotiation techniques for purchasing.
Research methods.
Inventory and property control methods.
Fixed asset procedures.
Current office practices procedures equipment and filing systems.
Assigned computer software programs.
Ability to:
Interpret and apply laws rules and regulations including those in the Education Code and Public Contract Code.
Effectively gather analyze and evaluate data.
Develop and maintain effective working relationships with district personnel vendors the public and other agencies.
Communicate tactfully and courteously both orally and in writing with the public vendors and administrators.
Prepare clear and accurate reports and correspondence.
Learn and use assigned computer software programs.
Utilize the Internet to locate vendors and products.
Meet schedules and timelines.
Operate required office equipment such as a calculator scanner and computer.
Train and lead the work of others.
SELECTION PROCEDURES
Applications will be accepted from the general public and district employees who possess the above qualifications.The district reserves the right to invite applicants whose qualifications most closely meet the requirements needed for the position to continue in the examination process.The examination may consist of an evaluation of training and experience multiple choice performance and oral/technical exams. A qualifying score must be achieved on all portions of the examination in order to be placed on the open eligibility list. Outside and district candidates will be placed on one ranked list with eligible permanent district employees receiving five seniority points which will be added to their final scores.
