Harris County Universal Services (Universal Services) is transforming the way the County does business and is seeking Business Analysts with different levels of experience to join our team.
Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.
Harris County is the third largest and most diverse county in the nation with a population of more than 4.7 million. Harris County Commissioners Court the Countys governing body directs a budget of more than $4 billion providing essential services including flood control infrastructure healthcare housing and justice administration.

Position Overview:
This is a broad job posting to hire Business Analysts at Levels I and II.
Business Analyst I
Under general direction formulates and defines systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements. Works closely with senior & intermediate business analysts and team members to understand business requirements that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organizations architectural standards.
Business Analyst II
Under moderate direction works with customers to understand business requirements that drive the analysis and design of quality technical solutions. Solutions must be aligned with business and IT strategies and comply with the organizations architectural standards. Formulates and defines systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements.
Job Duties:
Business Analyst I
Assists in gathering and documenting requirements from stakeholders.
Conducts basic process analysis and help identify improvement opportunities.
Supports development teams with clarifications of documented requirements.
Creates simple documentation such as use cases flowcharts or meeting notes.
Learns to use tools such as Azure DevOps JIRA or similar work tracking platforms.
Participates in user testing data validation and user acceptance processes.
Involved in the full systems life cycle to support capture and review of requirements documentation and analysis.
Adheres to project standards and guidelines.
Consults with team members for review and accuracy of artifacts.
All other duties as assigned.
Business Analyst II
Elicits documents and manages functional and non-functional requirements.
Translates business needs into user stories or technical specifications.
Collaborates with developers QA and stakeholders during the full development lifecycle.
Assists in product backlog management and prioritization of tasks.
Participates in sprint planning product reviews and retrospectives.
Help develop process maps data flow diagrams and test case scenarios.
Monitors performance of solutions and recommend improvements post-deployment.
Responsible for designing coding testing implementing maintaining and supporting application software for delivery on time and within budget.
Participates in component and data architecture design discussions performance monitoring product evaluation and buy versus build recommendations.
Actively supports product planning backlog grooming and testing activities across projects.

- Open arrest for any criminal offense (Felony or Misdemeanor)
- Family Violence conviction

Formal training or certification in Agile Product Ownership or Business Analysis (CSPO CBAP PMI-PBA).
