Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.

The Manager Business Analysts leads a team of business analysts and drives the effective management of business requirements stakeholder engagement and alignment of solutions with business and IT strategies. This role is responsible for overseeing product planning backlog prioritization and ensuring the successful delivery of projects within scope time and quality standards. The Manager acts as a strategic partner to senior leadership facilitating communication between business units and technical teams and fostering continuous improvement in business analysis practices.
Works closely with the Business Analysis team ensuring alignment between requirements and the design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organizations architectural standards.
Involved in the full systems life cycle to support capture and review of requirements documentation and analysis.
Competent to work under the direction of middle and upper management and adhere to project standards and guidelines.
Consults with team members for review and accuracy of artifacts.
Comprehensive understanding of development quality assurance and integration methodologies.
A documented understanding of applicable business systems and industry requirements.
Job Duties:
Lead mentor and develop a team of business analysts to effectively elicit document and manage business requirements across multiple projects.
Collaborate with senior management to align business analysis activities with strategic objectives and organizational change initiatives.
Oversee the translation of business needs into user stories technical specifications and system requirements that align with organizational goals.
Collaborate with cross-functional teamsincluding developers QA product owners and stakeholdersensuring smooth execution throughout the full development life cycle.
10 yrs of experience as a Business Analyst
Drive product backlog grooming prioritization and roadmap planning in alignment with business priorities and resource capacity.
Facilitate high-level stakeholder communication and manage expectations across business and technical teams.
Establish and enforce best practices standards and methodologies for business analysis ensuring compliance with organizational policies.
Lead and contribute to discussions on system architecture data design and performance monitoring; contribute to buy-versus-build decisions and vendor management.
Oversee the creation of process maps data flow diagrams test case scenarios support quality assurance efforts UAT and proper deployment.
Develop and implement standards and procedures across the BA Team.
Monitor post-deployment performance of solutions championing continuous improvement initiatives.

Education:
Bachelors Degree in Business IT or related field.
Experience:
Seven or more years of progressive experience in business analysis with at least 3 years in a leadership or supervisory role.
Knowledge Skill & Abilities:
Must possess excellent interpersonal and written/oral communication skills.
The ability to interact and influence with various staff and levels of leadership.
Strong knowledge of SDLC and Agile/Scrum methodologies with hands-on experience managing Agile teams.
Excellent verbal and written communication skills; proven ability to interact and influence at all organizational levels.
Proficiency in Microsoft Office and business analysis and project management tools (e.g. Azure DevOps Jira PPM PRO).
Demonstrated ability to manage multiple priorities and lead cross-functional teams effectively.

Education:
Bachelors Degree in Computer Science Information Systems or another related field preferred.
Experience:
A minimum of 10 years in experience in systems analysis and design.
Experience in Local Government or Elections Administration is highly desirable.
Familiarity with SQL database querying or data analytics tools.
Experience managing vendor relationships and coordinating cross-organizational projects.
PBA PMI-PBA Business Analytics certifications preferred
Knowledge Skill & Abilities (KSAs)
The ability to interact with staff at levels.
Knowledge of personal computers technical writing workflow diagramming and formal analysis documentation.

Position Type and Typical Hours of Work:
Hybrid Full-time 40 hours a week
May be required to work more than forty hours during the workweek or on weekends when special projects or deadlines need to be met.
Employment may be contingent on passing a drug screen and meeting other standards.
