Manage the assets of the maintenance operation unit which may include but not be limited to: develop implement and monitor annual work programs assuring the scheduledactivities are accomplished within the annual budget; compose a strategic plan to align with department goals; supervise work crews and staff; establish and maintain weekly workschedules; accountable for incident response and management; maintain roadway components and features; ensuring proper operation and maintenance of all heavy equipment assignedto the unit; ensure that operators are properly trained and qualified for traffic control; manage winter snow operations; provide input for the project development process; recommendlocations for new construction and spot improvement projects; work with the Superintendent and Assistant District Engineer in establishing areas for major rehabilitation pavement
projects; review plans and specifications project assessments attend field reviews and provide support; review construction inspection operations on current projects responsible forexercising considerable judgment assuring that the publics investment in the highway system is preserved and safe to travel upon.
Will respond to emergency call outs 24 hours a day 7 days a week within 30 minutes. Overtime will be required to include nights weekends and holidays. This is the Supervisory position for the highway operations technician series performing a broad scope of supervisory level highway operational duties.

Prepare execute and adjust annual work program. Supervise operations work plan implementation to ensure quality timeliness and proper performance of operation and maintenance activities. Schedule Highway Operation Technicians equipment materials and contractors needed to accomplish assigned tasks. Responsible for using leadership skills and technical expertise to supervise the work crews to ensure safe efficient and effective performance of highway operations work operation equipment and respond to incidents and weather events. Hire qualified staff. Perform performance appraisals and initiate disciplinary actions on employees. Ensure staff is properly trained.
Visually inspect roadway and right of way features to determine maintenance priorities and needs. Responsible for conducting inspections of highway features to ensure compliance and design criteria and current safety standards for all interstate US and State routes within the units geographic area. Task requires driving unit routes on routine bases includes operation of vehicle during the course and scope of conducting State Business. Monitor the units budget to ensure expenditures are made in compliance to State Procurement laws and policies and are within guidelines for work accomplishments and in compliance with procurement policies. Manages personnel Employee Related Expenditures (ERE) contracts and Other Operating Expenses (OOE) expenditures to ensure the unit remains within allocated budget.
Develop projects for submittal to construction and pavement preservation programs. Responsible for developing and reviewing technical specifications for maintenance contracts administering contracts and service agreements to ensure terms are fulfilled providing technical input for the purchase of new or replacement equipment and developing strategies for addressing roadway deficiencies. Lead and participate in the Arizona Management System and the Departments Continuous Improvement processes within the District and unit. Monitor Right-of-Way Permits work for compliance with permit specifications and department standards. Monitor right of way for unauthorized encroachments. Review plans specifications and project assessments attend field reviews and provide technical input of roadway construction improvement and preservation projects. Provide technical input to Construction Units and the Permits office during the construction projects.
Knowledge of:
ADOTs mission and goals; federal state and agency laws rules and regulations policies and procedures practices methods and techniques as well as tools and equipment used in the construction and maintenance of highways.
Safety practices Occupational Safety and Health Administration (OSHA) and Arizona Division of Occupational Safety and Health (ADOSH) standards; maintenance management practices and supervisory techniques.
State and ADOT policies and regulations governing procurement unit budget management; construction cost estimating.
Contract specifications and administration; road and roadside materials; hydrology and hydraulic principles as it relates to drainage facility maintenance.
Manual Uniform Traffic Control Devices (MUTCD) and ADOT traffic control requirements.
Incident response and incident management techniques and local government emergency management protocol.
Google Workspace (Gmail Docs Sheets Slides Forms Chat Calendar and Google Drive) and Adobe Acrobat.
Skill in:
Leadership work and time management and employee development.
Written and oral communications; reading and interpreting plans standards and specifications; conducting On the Job(OJT) training; visual analysis.
Computer use and navigation of several computer programs.

PeCos planning and analysis utilization of data from the National Weather Service and ADOT Roadway Weather information system.
Professionally handling emergency situations incident management fleet vehicle and equipment management personnel issues.
Managing change and implementing new programs/processes.
Ability to:

Motivate and evaluate unit staff provide and guide for their training and development.
Analyze complex highway maintenance problems evaluate alternatives and recommend or adopt effective courses of action.

Establish and maintain effective relationships with external and internal customers.
Ability to coach and develop employees including continuous improvement practices and principles
One (1) year experience as a Highway Operations Tech 4 or
three (3) years experience as a Highway Operations Tech 3 or
equivalent experience in a Highway Operations and Maintenance profession.
High School diploma or GED preferred.
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
Current valid Arizona Drivers License.
