Financial Markets (FM) is one of the global product business lines of ING Wholesale Banking (WB) and INGs gateway to secondary capital markets around the world. FM aims to be a significant player in market leader and challenger markets and is present in major international markets with specialist expertise in selected emerging markets and products. FM in the UK comprises Commodities Credit Exposure Management Credit Trading Equity Derivatives eTrading FX & FX Derivatives Global Securities Financing Structured Products and Sales.
The FM Regulatory Centre of Expertise (CoE) organised around four main pillars namely:
1. Regulatory Outlook and Advice (including external advocacy)
2. Regulatory Deliverables (both external and internal)
3. Non-Financial Risk and Control
4. Data Management
The UK FM Regulation & NFR team forms part of the wider FM Regulatory CoE and works alongside FM Regulatory CoE colleagues in the Netherlands and the United States. The UK FM Regulation & NFR team is responsible for the UK-specific components of each of the four CoE pillars from a UK Front Office (first line of defence) perspective. The UK FM Regulation & NFR team works in close collaboration with other departments across the three lines of defence including Legal Compliance Trading Risk Management Operational Risk Management Audit Business Management Regulatory Transaction Reporting Operations Front Office Support and Business Control.
The Role
Key components of the job are set out below.
With a clear understanding of UK FM products and related UK regulatory obligations you will support the Head of Regulation and NFR with the formulation of strategic regulatory and non-financial misconduct risk management solutions; including in relation to regulatory outlook and advice new product regulatory due diligence reviews regulatory reporting change programmes and risk culture programmes as well as the proactive delivery of NFR and Process Control Standard Framework requirements.
You will support the Head of Regulation and NFR in ensuring each UK FM Sales and Trading desk operates within regulatory parameters and contribute to Risk & Control Self Assessments Fraud Risk Assessments Control Testing and Enhancement Compliance Monitoring Reviews and Audit Reviews. You will support the robust execution of UK FM Issue and Event Management processes in accordance with stipulated frameworks and timelines.
You will support the UK FM Head of Regulation and NFR with the efficient delivery of the UK FM Conduct Risk and Front Office Supervision Framework through your proactive reviews of UK FM Sales and Trading data points and with a consistent solutions-focussed approach towards NFR identification and related risk mitigation.
You will be agile to UK FM-related regulatory developments through proactive horizon scanning and the escalation of material regulatory publications to the Head of Regulation and NFR for onward communication and/or discussion. You will support the Head of Regulation and NFR in ensuring UK FM regulatory engagement and UK FM-related regulatory projects are adequately prioritized amidst competing global regulatory priorities.
For material UK regulatory developments including those requiring regulatory implementation projects or ad hoc Risk and Control Self Assessments you will support the Head of Regulation and NFR in producing full impact assessments which set out attributable business and/or operational impacts risks and opportunities.
You will support the UK FM Head of Regulation and NFR in overseeing the UK FM Operational Design Control & Resilience (ODCR) Business Partner support model through ODCR supports UK FM in optimising the efficiency and effectiveness of first line of defence processes and activities.
You will collaborate with the team with the delivery of Risk Culture training programmes the development of clear pragmatic communications on evolved UK regulatory obligations and whilst continuously enhancing your regulatory oversight product knowledge risk and control expertise.
You will support the UK FM Head of Regulation and NFR in partnering with Regulatory CoE colleagues in other regions working collaboratively to manage of cross-border Regulatory and NFR themes particularly in relation to the management of UK vs. EU regulatory divergence regulatory and NFR projects the embedding of a robust NFR controls environment.
Your Profile
Educated to degree level with at least 6 years experience in Financial Markets Front Office Risk Regulatory Legal Compliance or Consulting roles and a corresponding professional qualification.
Experienced in managing the UK regulatory and legislative obligations applicable to Wholesale Banking in the UK including but not limited to FSMA FCA PRA and HM Treasury requirements.
Solution-focussed and experienced in the proactive modelling of strategies to manage regulatory risk conduct risk non-financial misconduct as well as the requirements of the internal NFR framework.
People management experience and the ability to work independently escalate and delegate appropriately identify risks consider the bigger picture and be accountable for ones own actions.
A proactive self-motivated persuasive and driven professional who is comfortable working as part of a multi-disciplinary cross-border team.
A proven ability to listen invest in others challenge the status quo identify risks and propose innovative creative solutions to problems.
A trustworthy team player with strong communication analytical and presentation skills (telling selling) across different disciplines and levels of seniority and the ability to bring fresh ideas to life and embrace challenges in a fast changing and complex regulatory environment.
