Are you ready to lead the payroll operations of one of North Carolinas largest and most mission-driven law enforcement agencies The North Carolina State Highway Patrol is seeking an experienced and detail-oriented professional to serve as Payroll Director (Accountant III). The Mission of the North Carolina State Highway Patrol is to ensure safe efficient transportation on our streets and highways reduce crime protect against terrorism and respond to natural and manmade disasters. This mission will be accomplished in partnership with all levels of government and the citizens of North Carolina through quality law enforcement services based upon high ethical professional and legal standards.

The primary purpose of the State Highway Patrols Fiscal Section is to ensure that all department financial resources and funds are received disbursed recorded and accounted for in accordance with all applicable State and Federal laws and regulations.

The Payroll Director position is a Non-Sworn/Administrative position assigned to the Fiscal Section of the North Carolina State Highway Patrol (NCSHP). The primary purpose of the Payroll Director position is to provide leadership oversight and management of the North Carolina State Highway Patrols payroll operations to ensure accurate timely and compliant compensation for all sworn and civilian employees. Job responsibilities include:

  • Responsible for directing payroll administration in alignment with state and federal laws regulations and polices while safeguarding fiscal integrity and accountability.
  • Overseeing the development implementation and monitoring of payroll systems and procedures ensuring that pay benefits and related financial transactions are processed efficiently and accurately.
  • Provide guidance to leadership employees and stakeholders while coordinating with the Controllers Office Human Resources Budget and external oversight agencies.
  • Responsible for receiving analyzing and interpreting all transactions involving payroll and is responsible for creating the necessary files both electronic and manual to maintain documentation of those transactions for audit purposes.

The typical work schedule is Monday - Friday 8:00AM - 5:00PM.

Note to Current State Employees: The salary grade for this position is NC15. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an equivalent combination of education and experience. If that language appears below then you may qualify through EITHER years of education OR years of directly related experience OR a combination of both. See details.

Bachelors degree in accounting or a degree in business administration finance public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and four years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting financial statements and reports; or equivalent combination of education and experience.
