Description


This position performs accounting functions in support of the citys financial operations.

Major Duties


  • Reconciles bank statements and credit card statements to the general ledger.

  • Performs reconciliation of sales tax deposits and submits monthly report to supervisor and city manager.

  • Reconciles miscellaneous general ledger accounts permit escrow accounts seizure funds and petty cash which includes random auditing of cash collection sites.

  • Processes accounts payable; balances purchasing/inventory encumbrances to general ledger; runs purchase order reports.

  • Receives and processes accounts receivable; distributes invoices and statements to customers; prepares related reports.

  • Processes travel requests; reconciles receipts to expense reports.

  • Administers city purchasing cards; issues updates and manages credit cards; adjusts limits; activates cards; reconciles reports.

  • Performs accounting functions in support of Civic Center/Opera House Municipal Court permitting utility billing tax collection and/or other city departments as assigned; processes accounts payable and receivable; maintains related files and records; prepares related reports.

  • Verifies and records weekly insurance claims and administration payments and reconciles to the general ledger; prepares analyses and reports.

  • Reviews utility bad debt accounts and refers to collection agency as appropriate; completes required reports and maintains required records.

  • Processes 1099 and other IRS forms annually.

  • Processes for payment and reconciles insurance billing.

  • Prepares a variety of regular and special financial reports.

  • Balances and maintains a variety of assigned accounts; prepares related reports.

  • Assists in the preparation and review of the Annual Comprehensive Financial Report (ACFR) and the Popular Annual Financial Report (PAFR).

  • Performs audit of year-end inventory completes surveys of various agencies and prepares FEMA disaster documentation as required.

  • Performs related duties.

KNOWLEDGE SKILLS AND ABILITIES REQUIRED BY THE POSITION

  • Knowledge of generally accepted accounting principles (GAAP).

  • Knowledge of Governmental Accounting Standards Board (GASB) guidelines.

  • Knowledge of auditing principles.

  • Knowledge of accounts payable and receivable principles and practices.

  • Knowledge of Internal Revenue Service regulations.

  • Knowledge of general ledger custom reporting principles.

  • Knowledge of relevant federal and state laws city ordinances and department policies and procedures.

  • Knowledge of computers and job-related software programs.

  • Knowledge of internal controls standards.

  • Skill in performing financial statistical budgetary and cost analyses.

  • Skill in problem solving.

  • Skill in prioritizing and planning.

  • Skill in interpersonal relations.

  • Skill in oral and written communication.

  • Ability to prepare clear and concise reports correspondence and other written materials.

  • Ability to use tact discretion initiative and independent judgement within established guidelines.

  • Ability to research compile and summarize a variety of informational and statistical data.

SUPERVISORY CONTROLS

The Accounting Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the results.

GUIDELINES

Guidelines include GAAP GASB guidelines Government Finance Officers Association guidelines IRS guidelines grant funding guidelines internal control procedures relevant state and federal laws and city and department policies and procedures. These guidelines require judgment selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied accounting duties. Strict regulations and the need for accuracy contribute to the complexity of the position.

  • The purpose of this position is to provide financial accounting support for the citys financial operations. Successful performance ensures the efficiency and effectiveness of those operations.

CONTACTS

  • Contacts are typically with coworkers representatives of other government agencies bankers auditors representatives of granting agencies and the public.

  • Contacts are typically to exchange information resolve problems reconcile and justify matters and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.

  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position may supervise Accounting Assistants.

Minimum Qualifications

  • Graduation from an accredited* college or university with a bachelors degree in Accounting and/or Finance; and

  • One (1) year recent experience in professional accounting.

OR

  • Graduation from an accredited* college or university with a bachelors degree in Accounting and/or Finance; and

  • Three (3) months City of Dothan internship experience in accounting working in accounts payable/receivable reconciling bank statements purchases and/or invoices in a government fund/accounting environment.

*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).


NECESSARY SPECIAL REQUIREMENTS
  • Possession of a valid driver license and acceptable driving record. (PBA 9/10/01)
  • An applicant for this position is subject to various background investigations up to and including a criminal credit past employment and reference checks.
  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy which includes pre-employment and random tests for the duration of employment in this position. (PBA 8/13/12)
  • Must meet the City of Dothans employment physical standard which includes drug/alcohol testing.
