Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to oversee and manage a Division of

approximately 118 staff and an estimated $85 million dollar budget. Core areas of the Division include general engineering

(plumbing and water quality management) vector and structural pests toxicology food dairies and devices private

sewage and water childhood lead and non-community water. To manage these program areas and ensure statewide

impact the Division Chief serves as a policy making official to determine formulate and implement policy and coordinates

with key stakeholders. The Division Chief is an integral senior staff member in the Office of Health Protection and a key

player for incident management public health emergencies and outbreak response efforts.

  • Serves as the Division Chief of the Division of Environmental Health.
  • Serves as full-line supervisor.
  • Serves as the Environmental Health Policy Advisor.
  • Consults with and advises the Deputy Director on Division policies procedures legislation budgetary requirements sensitive programmatic development and personal staffing needs.
  • Synthesizes evidence and data to develop strategies and influence public policy.
  • Serves as agency spokesperson on behalf of Director of Public Health and the Department.
  • Manages environmental investigations during outbreaks and applying best practices with regulatory inspections experience preferred during tenure.
  • Plans and manages federal grants and state funds.
  • Performs other duties as required or assigned which are reasonably within the scope of the enumerated duties above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college with a minimum of 30 semester hours in the physical biological and/or applied sciences.
  • Requires prior experience equivalent to four (4) years administrative experience in the management of environmental health or related programs.
  • Requires licensure as a Licensed Environmental Health Practitioner.

Preferred Qualifications

  • Four (4) years experience in managing environmental investigations during outbreaks and apply best practices with conduct of regulatory inspections preferred during tenure.
  • Four (4) years experience in direct supervision of professional staff and leading a team in coordinating efforts toward a common department goal.
  • Four (4) years experience in policy development including legislative or rulemaking and implementation.
  • Four (4) years experience collaborating with stakeholders to address regulatory or environmental health issues.
  • Four (4) years experience in writing planning and managing federal grants and state funds.
  • Four (4) years experience of Federal State Local or Tribal governmental public health related experience.
  • Advanced degree in Environmental Health Public Health Engineering Biological Sciences or related field.

Conditions of Employment

  • Requires ability to travel in the performance of duties.
  • Requires appropriate valid drivers license.
  • Requires ability to pass a background check.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This requires the ability to work evenings and weekends. This also requires the ability to work in a 24 hour on call capacity.
  • Requires use of an agency supplied mobile phone.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
