Position Overview

This position is accountable for acquiring right-of-way parcels for highway construction projects andproperty management and relocation functions.

Essential Functions

  • Conducts negotiations for acquiring rights-of-way.
  • Makes available complete and accurate records records processing payment processing payment processing of title commitments title insurance policies information regarding negotiations and information regarding title clearance.
  • Answers inquiries concerning present and past acquisition issues.
  • Determines relevant data inputs that data and extracts information for reports out of the Land Acquisition System database.
  • Maintains records on the acquisition of title information and follow-ups. Follows the districts record retention policy.
  • Determines what documents need to be executed in order to obtain a clear title and reports this information to the Acquisition Manager.
  • Establishes and maintains good working relationships with all contacts.
  • Performs local agency project certification property management relocation functions and waiver valuations.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college majoring in engineering construction management or related fields PLUS one year of professional experience in real estate surveying title work land acquisition appraisal negotiation property management or relocation assistance or a combination thereof; OR Two years of professional experience in real estate surveying title work land acquisition appraisal negotiation property management or relocation assistance of a combination thereof.

Preferred Qualifications

  • Knowledge of real estate appraising processes negotiations and condemnation process property management and relocation principles.
  • Working knowledge of state and federal laws concerning land acquisition and related activities.
  • Ability to read and interpret maps plans plats legal descriptions and title abstracts.
  • Ability to communicate effectively and clearly.
  • Ability to establish and maintain effective working relations with property owners attorneys and government officials.

Conditions of Employment

  • Requires a valid drivers license.
  • Requires districtwide travel.
  • Requires Notary Public license or ability to obtain within six months of hire date.
  • Requires successful completion of a background screening.
