Job Summary:

Under the supervision of the Resident Engineer (RE) performs a variety of engineering related duties; monitors and evaluates contract compliance in regard to ADOT standard specification standard drawings and project specific. Special provisions and plans as well as the Federal Highway Administration Arizona Department of Environmental Quality and US Department of Labor Regulations and laws. Schedules assigns and reviews work of lower level inspection personnel.

Assists the RE in the review of construction submittals and documentation such as; scheduling monitoring and mentoring inspection staff. Also serves as the primary contact for contractors consultants and ADOT employees on construction projects. Ensuring inspectors accurately and document work detailed in the plans and specifications.

Ensures accurate and timely payments for monthly estimates creates supplemental agreements runs meetings assist with winter events including any or all of the following; working at the district office front desk during snow storm emergencies working dispatch to communicate roadway conditions and incidents to appropriate departments; or or assisting in road block/traffic control during inclement weather or emergency conditions.

Job Duties:

Performs a variety of engineering related duties including directing coordinating and monitoring work activities as assigned. Plans and directs work activities of other team members. Use a State vehicle in the source of job duties. Review plans standards policies. Ensure compliance with ADOT standard specifications standard drawings and project specific. Special provision and plans as well as applicable federal laws rules and policies and Arizona Department of Environmental Quality requirements.

Confirms and verifies all quantities and measurements related to work activities assigned. Prepares and approves documentation related to work activities for monthly estimates. Consults with contractors and other agency personnel to resolve construction related issues. Escalates issues as necessary.

Assist with winter weather emergencies or other emergencies as assigned. Including working dispatch to communicate roadways conditions and incidents to appropriate departments; or assisting in roadblock/traffic control during inclement weather or emergency absence of a higher authority or as assigned represents the department on matter relative to work assignments.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
-Extensive knowledge in methods procedures and techniques used in highway construction project inspections surveys materials testing and documentation.
-Work management. Analyzing and evaluating a wide variety of technical engineering data Federal and STate statuses agency standards policies and procedures applicable to the area of assignment.
-Advanced mathematics. Knowledge of principles and practices of civil engineering as they apply to highway maintenance and construction.

Skill in:
-Skills in analyzing and evaluating a wide variety of engineering data.
-Skills in decision making organizing and prioritizing work assignments.
-Skills in oral and written communication.
-Skills in time management and interpersonal relations as applied to contacts with contractors representatives of other governmental agencies and other agency employees.
-Skills in Google programs and products.

Ability to:
-Ability to plan organize and coordinate the full spectrum of work activities.
-Ability to establish and maintain positive and effective oral and written communications with a wide variety of individuals and situations.
-Ability to exercise independent judgment within agency standards/guidelines.
-Ability to operate a computer and software utilization in all aspects related to construction plans and specifications.
-Ability to analyze and evaluate roadway and supporting features as they relate to highway construction; organize and prioritize work assignments; analysis and evaluation of programgoals cost and budget data material performance work methods as-built plans construction standards and specifications.
-Ability to interpret a variety of technical engineering and technical documents relating to highway construction; maintaining good interpersonal relations with team membersand other ADOT staff other agencies and the general public.

Selective Preference(s):

Experience in inspecting minor highway construction projects hot mix and concrete plants performing administrative or
advance engineering and construction records maintenance or related duties or
Bachelors degree in Engineering Technology or closely related profession may be substituted for the required experience.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

Valid Arizona Drivers License

ATTI Field Technician Level 1 Certification (Obtained within 12 months of hire date)

ACI Concrete Field Technician Grade 1 Certification (Obtained within 12 months of hire date)

AGC Erosion Control Coordinator Certification (Obtained within 12 months of hire date)

ATSSA Traffic Control Supervisor Certification (Obtained within 12 months of hire date)
