Are you a visionary leader passionate about driving organizational success through innovative human resource and labour relations strategies Do you thrive in complex unionized environments and using your deep understanding of public sector labour relations expertly navigate workforce policy development and crucial collective bargaining negotiations The City of Edmonton is seeking an exceptional individual to lead our Workforce Policy and Negotiations team playing a pivotal role in shaping the employment relationship within our dynamic municipal organization.

Reporting to the Branch Manager Labour Relations and Total Compensation the Director Workforce Policy and Negotiations leads the development implementation and continuous improvement of the City of Edmontons Labour Relations Strategy and Framework the Compensation Governance Framework and Terms and Conditions for all employee groups. This position also oversees other corporate frameworks policies systems and processes that foster a safe inclusive and diverse workplace.

What will you do

  • Driving Strategic Workforce Policy: Lead the comprehensive review development and implementation of strategic labour and employment and total compensation programs and policies ensuring alignment with organizational goals legal requirements and best practices
  • Leading Crucial Collective Bargaining Negotiations: Direct and manage complex collective bargaining negotiations with multiple unions and associations. Develop and execute negotiation strategies that achieve optimal outcomes for the City while fostering positive labor relations
  • Fostering a Positive and Productive Work Environment: Champion initiatives that promote employee engagement well-being and a culture of continuous improvement. Work collaboratively with internal partners to build a workforce that is resilient adaptable and highly motivated
  • Providing Expert Guidance and Counsel: Serve as a trusted advisor to all levels of the organization on complex workforce policy and labour relations matters including Executive Leadership Team and City Council. Provide insightful analysis and recommendations to inform key decision-making
  • Leading a Team of HR and Labour Relations Professionals: Developing and translating strategies into initiatives managing resources and budgets anticipating business opportunities influencing policy and fostering accountability through performance measurement
  • Knowledge training and/or education in Business Labour Relations Human Resources or a related field
  • Leadership experience in a large and complex unionized environment
  • Demonstrated experience in leading collective bargaining dispute resolution and union management relationships. Progressively responsible experience in labour relations in a multi-unionized organization
  • Demonstrated experience in the assessment design development and implementation of compensation policies and programs within a large complex and multi-union environment
  • Solid understanding of Alberta labour legislation including the Labour Relations Code the Employment Standards Code and the Human Rights Act

Assets:

  • Accreditation or coursework/training in negotiations dispute resolution conflict resolution legal or related field would be an asset
