Position Overview

Subject to management approval serves as the Administrator of Statewide Operations for the Family and Community Resource Centers (FCRC). Plans organizes develops implements and manages policies procedures and processes for the Statewide Processing Centers (SPC) Alton Regional Call Center and Bureau of Customer and Support Services. Develops and implements program policies and procedures in accordance with State and Federal regulations to meet the Divisions goals and objectives; performs responsible administrative duties in the management development evaluation and control of the statutes rules regulations and program requirements related to the above offices. Plans develops and provides oversight and direction to new and existing division initiatives that are related to the administration of the Cash SNAP and Medical Assistance programs as it relates to the above offices; ensures reporting requirements to federal partners are completed timely and properly. Represents on behalf of the Division of Family & Community Services (DFCS) as spokesperson at local state and national organizations and task forces giving presentations interpreting and explaining Department of Human Services (DHS) program policy initiatives and mandates. Formulates operational policy and procedural proposals and directs any modification for coordination with statewide implications. Communications with Executive level staff regarding progress approaches and issues related to goals and initiatives as well as the Bureau of Integrated Eligibility Systems (IES) Support to ensure technical barriers are reduced that impact productivity. Serves as a full line supervisor to lower level staff; travels in the performance of duties.

Essential Functions

  • Serves as the Administrator of Statewide Operations.
  • Attends on-site meetings with operational staff to analyze current service delivery systems recommends approaches and implements changes.
  • Ensures federal and state program plans and amendments corrective actions etc. are completed timely and accurately.
  • Serves as full-line supervisor.
  • Communicates with Executive level staff regarding progress approaches and issues related to goals and initiatives as well as the Bureau of IES Support to ensure technical barriers are reduced that impact productivity.
  • Travels to represent the Division as spokesperson at local state and national organizations and task forces giving presentations interpreting and explaining program initiatives and interpreting program policy and mandates; presents information delivers presentations and speaks on behalf of DFCS.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires skill knowledge and mental development equivalent to completion of four (4) years college with course work in a human services social work sociology psychology public health ethics or cultural competency field.
  • Requires prior experience equivalent to four (4) years progressively responsible administrative public assistance service experience in a health or human services organization.

Preferred Qualifications

  • Three (3) years of professional experience planning organizing developing implementing and managing policies procedures and processes for public assistance services such as cash food and medical assistance programs.
  • Two (2) years of professional experience analyzing current public assistance service delivery systems recommending approaches and implementing change.
  • Two (2) years of professional experience managing federal and state program plans and amendments corrective actions etc. for public assistance services.
  • Two (2) years of professional supervisory experience assigning work providing guidance to subordinates recommending counseling and/or discipline following collective bargaining agreements training staff approving time off and preparing and signing performance evaluations.
  • Two (2) years of professional experience communicating with executive level staff regarding progress approaches and issues related to program goals initiatives and technical productivity barriers.
  • Two (2) years of professional experience serving as a program spokesperson to local state and national organizations and task forces giving presentations interpreting and explaining program initiatives and interpreting program policy and mandates.

Conditions of Employment

  • Requires ability to travel in the performance of duties with overnight stays as appropriate.
