Description of Job

The Vehicle Services Program (VSP) exists to ensure compliance with the laws that govern the vehicle titling and registration processes as outlined in the Colorado Revised Statutes. Additionally this program provides guidance and training to the states authorized agents and is charged with the auditing and enforcement of Colorados emissions program.


The Vehicle Services Program (VSP) is seeking aPolicy and Compliance Directorto join their senior leadership team. This position plays a crucial role in shaping and implementing policies that will affect the lives of citizens stakeholders and partners within Colorado. This position directly supports Vehicle Services and DMV leadership and serves as the primary source for policy and compliance guidance and advice on titles and registration and emissions enforcement. This position is a central figure in translating policy ideas into practical solutions. This positions expert legal purview will support the various functions related to compliance policy and administration and works cross-functionally with leaders throughout the DMV.Duties include but are not limited to:


  • Tracking legislative and regulatory changes including bills amendments committee hearings and agency rulemakings

  • Monitoring the implementation of new legislation and regulations and identifying any challenges or opportunities for improvement

  • Preparing summaries and analysis of legislative and regulatory proposals for internal and external audiences

  • Providing input and recommendations on proposed legislation audits and regulations including drafting amendments preparing testimony and developing talking points

  • Ensures that the VSP Emissions operations adhere to regulatory standards and established protocols

  • Oversees the VSP processes and response to legal requests for records and information including avenues such as court orders subpoenas litigation and Colorado Open Records Act requests

  • In-depth research and data gathering using quantitative and qualitative data academic literatures reports and expert consultations to build a robust evidence base

  • Critically assess policies to identify inefficiencies or inadequacies recommending and ensuring equitable and effective solutions

  • Ensures the development and maintenance of comprehensive policy outcomes on various sectors demographics and economic indicators

  • Support the development and implementation of comprehensive stakeholder engagement strategies to gather input build consensus and foster collaboration on policy issues

  • Representing the agency at public hearings meetings conferences and other events effectively communicating the agencys policy positions and priorities

MINIMUM QUALIFICATIONS:

Experience Only:Nine (9) years of relevant experience in public policy; including legislative experience policy creation policy implementation;leading developing and implementing strategic plans for a policy or compliance department; navigating complex regulatory environments; designing and implementing new compliance functions within an agency; or an occupation otherwise closely related to the work assigned to this position.
OR

Education and Experience:A combination of related education inLaw Political Science Management International Relations and/or relevant experience in an occupation related to the work assigned to this positionequal to nine (9) years.

Preferred Qualifications:

  • Juris Doctorate degree preferred

  • Additional years of experience in policy development and government relations

  • Background in legal research analysis and legislative processes

  • Experience in stakeholder and community engagement

  • Proven history of public speaking in professional meetings conferences and/or public hearings

  • Strong critical thinking skills as it relates to building evidence based presentations

  • Overseeing compliance risk controls and assessing policy violations


Conditions of Employment with the CDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty integrity and public confidence.


As a condition of employment with the CDOR all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.

Pursuant to theUniversal Driving Standards Policy any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
