Job Description

Experience and Qualifications
  • Bachelors degree or higher in Engineering Regulatory Affairs Radiation Protectionor a related field.
  • Strong technical skills; 10 years of experience in nuclearlicensing regulatory affairs or nuclear safety on large-scale projects and management of multi-cultural teams.
  • In-depth knowledge of international nuclear regulatory frameworks and licensing approaches especially IAEA safety standards and guidance (e.g. SSG-12 GSR Part 1 GSR Part 4).
  • Certification in Nuclear Safety Radiation Protection or Reactor Licensing is a plus. Deep understanding of IAEA WANO or national nuclear safety regulatory frameworks.
  • Direct involvement in pre-commissioning commissioning and operational readiness reviews of a nuclear power plant.
  • Deep understanding of deterministic and probabilistic safety analysis and IAEA safety standards (SSR-2/1 SSR-2/2 GSR Part 4).
  • Ability to interpret complex safety-related test results and commissioning data.
  • Excellent communication skills for regulatory engagement technical presentations and coordination with stakeholders.
  • Leadership ability to promote a robust nuclear safety culture within the project and Customers teams.
  • Prior involvement in IAEA Operational Readiness Reviews (ORR) or WANO Pre-Startup Peer Reviews.

Special Job Requirements

  • Ability to communicate influence and persuade.
  • Strong written and verbal communication skills in English are essential understanding of Russian is a plus.
  • Deep understanding of licensing document structure regulatory submission protocols and permit compliance tracking.
  • Proficient in using digital document control tools and regulatory tracking platforms.
  • Ability to effectively interpret and translate technical safety content into regulatory language.
  • Prudent use of confidential information.
  • Organized and disciplined capability to plan and schedule tasks and events.
  • Ability to work and interact with multidiscipline teams.
  • Awareness of project estimates and budgets.

As a Licensing and Safety Manager you will be responsible for organizing and leading Worleys Licensing and Safety function in support of the Customer for a nuclear project. This role provides oversight and direction to teams assisting the Customer in preparing and submitting documentation required for the issuance of licenses and permitsboth nuclear and conventional and ensures the project is effectively and technically developed to meet the contract requirements local and international codes and standards timeline and budget during all project phases:design installation testing and commissioning. The role also entails continuous monitoring of the implementation of licensing and permitting conditions in accordance with applicable national regulations IAEA standards and project contractual obligations. You will ensure that the licensing documentation is technically robust regulatory compliant and submitted in a timely manner.

Duties and Responsibilities:

  • Leadand supervise the preparation compilation and timely submission of licensing and permitting documents required by national nuclear and conventional regulatory authorities.
  • Provide expert support to the Customer in identifying the applicable permits licenses and regulatory decisions throughout all project phases.
  • Ensure alignment of submitted documentation with IAEA safety standards and national licensing requirements.
  • Guide and validate licensing bases documentation including Preliminary and Final Safety Analysis Reports (PSAR/FSAR) Environmental Impact Assessments (EIA) Site Approval documents Construction License and Operating License Applications.
  • Establish and manage mechanisms to monitor the fulfillment of conditions associated with issued permits and licenses.
  • Support the Customer in developing and maintaining a compliance matrix and tracking tools.
  • Advise on corrective actions or clarifications in case of deviations noncompliance or regulatory feedback.
  • Prepare for and participate in regulatory inspections audits and hearings alongside the Customer.
  • Support the development of licensing schedules and ensure integration with the overall project schedule.
  • Facilitate meetings with regulators and provide technical support to the Owner during such engagements.
  • Support the Customer in preparing presentations regulatory responses and hearing materials.
  • Nuclear Safety Case & Safety Assessments - Review safety cases to demonstrate compliance with nuclear safety principles throughout design construction and commissioning.
  • Design Changes & Impact on Nuclear Safety - Evaluate design changes/modifications and configuration changes that impact nuclear and radiation safety and advise the Customer for approval/rejection.
  • Safety-Related Systems in Commissioning & Testing - Oversee and review commissioning tests of safety-critical systems results. Evaluate test results to confirm compliance with design and licensing requirements.
  • Radiation Protection & ALARA Implementation - Ensure that radiation protection measures align with IAEA GSR Part 3 and national regulatory standards.
  • Safety Management System & Organizational Readiness Support in the elaboration and assess the Customers organization and management system in relation to nuclear safety.
  • Emergency Preparedness & Severe Accident Management - Assess and review severe accident management guidelines and emergency preparedness programs. Reviews comments and prepares drafts of client correspondence pertaining to licensing and safety.
