JOB CLASS/GRADE: Specialist 1 / Grade 8

WAGE: Starting at $48600 per year based on experience

Program Summary
To welcome serve and empower parents/caregivers and their children 0-5 years old utilizing Parents as Teachers (PAT) services. This work is part of Oregons implementation of the Family First Prevention Services Act and is part of the Oregon Department of Human Services effort to prevent children from being removed to foster care and ensure families are able to remain together.


Position Summary
A Parents and Teachers (PAT) Parent Educator must be certified to implement the PAT model emphasizing parent-child interaction development-centered parenting and family well-being in their work with families. Parent Educators will plan & implement the PAT Foundation Curriculum in community-aware ways and in the best way that supports the family.


Essential Functions

  • Engage in recruitment activities
  • Complete an initial and annual family-centered assessment with each family
  • Develop monitor and review goals with each family
  • Plan provide and document a personal visit focused on parent-child interaction development-centered parenting and family well-being
  • Provide group connections to give families an opportunity to build social connections with one another
  • Engage in parent-child interaction activities and increase knowledge of ways to support childrens development
  • Complete at least initial and annual development screening and health review for each enrolled child
  • Complete Child Health Record screening documentation of vision & hearing screen by health provider
  • Complete ASQ 3 ASQ SE 2 and a home visit will occur at a minimum of twice per month/every other week
  • Connect families to resources that help them reach their goals and address their needs
  • Helps parents and children transition to other services as needed
  • Maintain and submit all required family and program documentation in a timely manner
  • Participate in at least two hours of reflective supervision monthly and at least two hours of staff meetings monthly
  • Obtain competency-based professional development and renew parent educator certification annually
  • Participate in measuring outcomes and continuous quality improvement
  • Travel throughout the Portland Metro area for in person home visits and parent/child group meetings

Secondary Functions

  • Support Parent Education events as organized by the Parent Educators
  • Support organizational record keeping requirements
  • Complete organization required training
  • Attend required meetings
  • Other duties as assigned by supervisor and manager
  • Ability to meet multiple including conflicting deadlines
  • Ability to maintain a high level of confidentiality
  • Ability works flexible hours to meet the availability of clients (which may include early evenings and/or occasional weekends)
Requirements

Education & Experience

MINIMUM JOB SPECIFIC QUALIFICATIONS:

  • Associates degree or equivalent combination of training and experience
  • Minimum 2 years of supervised work experience with young children and/or parents
  • Must complete PAT Foundational and Model Implementation Trainings before delivering PAT Services

PREFERRED QUALIFICATIONS:

  • Bachelors degree or equivalent combination of training and experience
  • Bilingual preferred; English and a language commonly spoken by families including Pacific Islander Zomi and Burmese
  • Strong analytical problem-solving skills
  • Strong skills in community-aware interpersonal and organizational communication
  • Stong organizational and record-keeping skills
  • Ability to work independently and be self-motivated (often in the field)
  • Communicate effectively in a positive manner verbally in writing and by phone
  • Strong communication and interpersonal skills

Physical Mental & Environmental Requirements

  • Hybrid with a minimum of 3 days working in the office
  • Positions require some analysis of problems or decision-making ability
  • Work under close supervision with Program Coordinator/Assistant Manager
  • A well-protected environment with minimal hazards or obstacles
  • The work schedule occasionally fluctuates with supervisor pre-approval

Supervisory Responsibilities

Positions at this level are not responsible for any supervisory functions or responsibilities but may occasionally be asked to orient and/or train new employees or volunteers.
